The incumbent serves as the Program Applications Specialist for all of VA Salt Lake City Medical Center, excluding Mental Health Service. In this role, the incumbent coordinates the business processes of data collection and review, in addition to corrective action. The position ensures the appropriate business processes are in place to support the implementation of new and updated performance measures, data collection, and workload management systems.

Duties

Major duties include, but are not limited to: Provides analytical, planning, and oversight for a variety of software programs integral to the overall administration and operations of the medical center, excluding Mental Health Service. Plays a significant role in business process re-engineering of administrative programs in order to integrate with software applications. Conducts business process modeling, projects and studies, data and reports that impact functions of services through policy development, program/service goals, training, and other areas. Coordinates, plans, implements, and trains for service and facility staff in business and functional areas for Veterans Health Information System and Technology Architecture (VISTA) information technology packages. Responsible for technology packages including: Admissions/Discharge/Transfer, Wounded Warrior, intranet access, record tracking, Network Health Exchange, and others. Serves as functional expert for all matters relating to Patient Information Management System (PIMS) core package. Provides assistance, training, and troubleshooting for clinical and administrative staff in business processes and associated supporting software. Per training, develops and presents both formal lectures and on-the-job sessions to those employees who will be entering, changing, and extracting data. Acts as point of contact for the Office of Information and Technology (OI&T) for information technology planning initiative for hardware and software needs for the service. Coordinates with responsible office(s) for medical center workload to assure accuracy of the data in Veterans Health Information System and Technology Architecture (VISTA). Provides information technology staff support by providing information and analysis of software functions within the medical center. Designates and prepares data management analyses, special studies, and reports for use by top management for budget preparation, workload projections, quality assurance, and utilization reviews. Provides feedback to the appropriate service chief. Serves on local, Veterans Integrated Service Network (VISN), or national groups to define future business process and software requirements. Applies expert knowledge of business metadata that allows the ability to provide information related to continued business operations and external requests. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday to Friday, 8:00 am to 4:30 pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process and may be approved for 6+ days per pay period, subject to supervisory approval and 90-day period. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/08/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience (GS-07): You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Ensuring that completed system profiles reflect national, network, and local goals, directives, and policies; establishing, editing, activating/inactivating in the software system, per clinic changes, notifications, for new and established clinics; ensuring compliance with national directives and facility policies per correct clinic profile mapping, and other applications; creating training program for facility to ensure staff are properly educated and accountable for clinical profiles, scheduling, and data management; responsible for ensuring appointment reminder systems are set up accurately for all outpatient clinic locations. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment on their resume. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 1 full year of graduate level education, or superior academic achievement. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. OR, Combination: Applicants may also combine education and experience to qualify at this level. Only education beyond a bachelor's degree may be used to qualify applicants for the GS-07 level. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required. Specialized Experience (GS-09): You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Ensuring that completed system profiles reflect national, network, and local goals, directives, and policies; ensuring compliance with national directives and facility policies per correct clinic profile mapping, and other applications; creating training program for facility to ensure staff are properly educated and accountable for clinical profiles, scheduling, and data management; providing advice to top management on related issues pertaining to clinic and provider profile management; overseeing all clinic set up options, clinic profiles and outputs, using data management; providing technical advice to clinic personnel management level regarding scheduling, clinic profiles, and workload; integrating advanced clinic access principles and initiatives, outpatient scheduling directive mandates, ambulatory data capture, workload rules and regulations, coding and billing criteria, and other requirements into clinic structures in computer system. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment on their resume. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Master's or equivalent graduate degree; or 2 full years of progressively higher level graduate education leading to such a degree; or LL.B. or J.D., if related. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. OR, Combination: Applicants may also combine education and experience to qualify at this level. Only education in excess of the first year of graduate school (18 semester hours) may be used to qualify applicants for the GS-09 level.
