This position is part of the Air Force Elements, U.S. Transportation Command. In a developmental capacity the incumbent performs pre- and post-award functions for a wide variety of specialized acquisitions for complex and diversified programs.

As a CONTRACT SPECIALIST at the NH-1102-2 some of your typical work assignments may include:
Plans the overall approach to meet contracting program objectives
Researches, interprets, analyzes, and applies regulations, business and industry practices, market trends, Government Accountability Office and Comptroller General decisions, public law, case law, and precedents.
Executes post-award contract performance management actions, evaluates contractor performance for compliance with terms and conditions of contracts, and ensures timely submission of technical progress reports and performance metrics.
Serves as business advisor to a wide range of customers; represents the interest of USTRANSCOM in meetings and various contacts outside the agency.

- Travel and relocation expenses, if approved, will be paid IAW JTR and AFMAN 36-606.

Qualifications
You may qualify at the NH-II if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the NH - I (GS-4) grade level in the Federal service, military or private sector as listed below:
Demonstrating the ability to participate as an intermediate level functional trainee in accordance with the Contracting series (1102) and related locally-developed training plan, receiving on-and off-the-job training in the principles, concepts, work processes, regulations, and reference materials pertinent to technical and professional aspects of contracting and acquisition program administration and management.
OR
B. A Bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees; AND at least 24 semester hours of study from an accredited institution of higher education in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management obtained within or in addition to the bachelor's degree OR graduate education in one or a combination of fields listed above. My resume clearly demonstrates that I have a Bachelor's Degree and that I have least 24 qualifying semester hours in the above coursework. I have included my transcript with my application.

C. Some specialized experience as described in A, but less than one year; and I have more than two years but less than three years of education as described in B. I have computed the percentage of the requirements that I meet, and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the first year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.)
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 1102 series as listed below:
A Bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees (you must submit a copy of your transcripts showing your name, the name of the school, the degree awarded, the date it was awarded/conferred, and the lists of classes and credits earned), OR a current DoD civilian employee, in any occupational series, who occupied a similar occupational specialty to the 1102 series while serving in the military on or before September 30, 2000, OR a current DoD civilian employee, who occupied 1102 series positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
