About the Position: Serves as the command expert leading a dynamic team that provides a holistic view of acquisition management supporting Surface Deployment and Distribution Command's (SDDC) requirements. Provides extensive staff-level advice and regulation guidance; effectively ensures proper development, management.
Duties
Leads a team that is the single point of contact for all acquisitions in support of SDDC, providing guidance and recommendations to the Command Leadership, Subordinate Commands, Army Service Component Command, team members, and Contracting Agencies.
Plans work to be accomplished by subordinates, sets priorities, and ensures performance is timely, efficient, and of acceptable quality.
Establishes and maintains collaborative environment with requirement owners to develop acquisition strategies, provide support on requirement package generation and management of acquisitions.

Fosters the development of others by providing guidance, sharing expertise, and perspective to build future leaders and maximize employees' full potential
Evaluates the effectiveness of operations supervised in terms of mission accomplishment, quality and quantity standards, procedural, policy, and regulatory compliance
Provides technical advice on contractual matters based on in-depth knowledge of acquisition regulations and policies
Directs and coordinates plans for development and refinement of new and diverse acquisition management strategies to accomplish short-, mid-, and long-term organizational goals and objectives
Requirements
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.

- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.

Basic Education Requirement for 1102 Series:
Degree: Bachelor's degree (or higher degree) from an accredited educational institution.
-OR-
Exemption: You are exempt from the education requirements above if (A) you are a current DoD employee, in any occupational series, who has served on or before September 30, 2000, as follows: (1) Served as a GS/equivalent-1102 position or contracting officer position with authority to award or administer contracts above the SAT in any Federal agency, OR (2) Served as a military member in a comparable military occupational specialty; OR (B) you are a current member of the armed forces who occupied a position within an occupational specialty similar to the GS-1102 series on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience performing duties such as:
1) Advising a team on complex contracting, procurement, or grant related rules and regulations in order to resolve program problems;
2) Leading, mentoring, training, and reviewing the work of others;
3) Experience in procurement principles and technical or program requirements to plan, manage, make decisions or recommendations for obtaining various supplies and services which involve complex contractual procurements; and
4) Developing acquisition strategies; reviewing and interpreting contracting policy to prepare requirement and/or acquisition packages for the acquisition of products and services.
The definition of specializes experience is typical of work performed at the next lower grade/ level position in the federal service (GS-13).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
