You will serve as a SUPERVISORY INSTRUCTIONAL SYSTEMS SPECIALIST of CENTER FOR SUBMARINE.

Duties

You will be directly responsible for education and training oversight, including planning, analysis, design, development, implementation, and evaluation in support of all assigned Learning Center's technical training programs. You will evaluate Department id the Navy (DON) defined mid-range and long-range strategies and develop visions and goals for management improvements. You will direct research and studies to identify new methodologies, technologies and techniques to improve development and delivery of Submarine Learning Center's (SLC) training. You will oversee Center liaisons for courses utilizing commercially provided curriculum. You will monitor and provide oversight of student critique program, interpret feedback, and make recommendations.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Advising personnel on learning theories, principles, methods and instructional techniques; 2) Developing solutions to instructional program issues; 3) Developing curriculum in accordance with learning objectives; and 4) Evaluating instructional programs for effectiveness and efficiency for subject area. Basic Requirements:

Degree: that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas:

  1. Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.
  2. Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.
  3. Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.
  4. Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.
  5. Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.
