The Supervisory Information Systems Biomedical Engineer (Supervisory Information Systems BME) works in support of the Biomedical Engineering Department by providing leadership, guidance and supervision among assigned employees. Additionally, the Supervisory Information Systems Biomedical Engineer provides clinical and administrative support to staff, patients, and administrators for all matters of concern relating to the facility wide lifecycle management of medical equipment

Duties

The Cincinnati VA Medical Center is a two-division campus located in Cincinnati, Ohio and Fort Thomas, Kentucky serving 15 counties in Southwest Ohio, Northern Kentucky, and Southeast Indiana with 6 Community Based Outpatient Clinics located in Bellevue, KY; Florence, KY; Lawrenceburg, IN; Hamilton, OH; Clermont County, OH, and Georgetown, OH. Cincinnati VAMC also supports two off main campus locations in the Cincinnati area via an Eye Center and Mental Health Outreach Community Division. FUNCTIONS: Lifecycle management of network equipment and medical systems including but not limited to network switches, servers server room, routers and related infrastructure for all networked complex medical devices and systems such as imaging, life support, dialysis, and monitoring. Utilizes advanced network test equipment and software including but not limited to tracers, wireless spectrum analyzers, network traffic monitors, command prompt, physical and virtual server software. Coordinates and works with other facility support departments such as Facilities Management Service (FMS), Office of Information Technology (OIT), Sterile Processing Service (SPS), and Environmental Management Service (EMS). Utilizes common test equipment including, electrical safety analyzers, oscilloscopes, patient simulators, pulse generators, network analyzers, and multimeters. Manages, troubleshoots and maintains complete Information Systems of computerized networks, databases and servers to biomedical information systems that store or facilitate patient information. Implements and plans for new and emerging technologies including information systems, cybersecurity, EHRM, diagnostic modalities, network management and storage, servers, and virtual data centers. Designs, implements and manages network incident response due to infection, loss of service or regional and local policy changes according to VA guidelines. Ensures proper security configuration for assigned devices and networks. Performs advanced testing and troubleshooting of Information Systems and medical devices involving their interfaces and connections to information systems either directly or through the facility's hardwired and wireless networks including EHRM interfaced medical devices and systems. Supervise Information Systems BESS's and configuration, creation, and maintaining routers, switches, ACLs, and VLANs, databases, Dicom and HL7 interfaces, port security, and IP addresses. Develops policy for the Biomedical Engineering department and local facility including Information Systems and EHRM Project. Translates management goals and objectives into well-coordinated and controlled biomedical work operations. Documents all work performed in the computerized maintenance management system (CMMS). This documentation is completed in accordance with regulatory body requirements, Healthcare Technology Provides training and education as appropriate to medical technology end users and clinical staff. Provides mentoring and technical training to peers and development graded BESS & Info Sys BESS's. Additional duties are performed as assigned by supervisor related to maintenance, remediation, and tracking of medical systems and Information Systems (action items, special projects, etc.) to meet mission critical requirements. May be asked to assist in other administrative duties as well, including participating in hiring panels. Represents Biomedical/Clinical Engineering department on committees and in meetings including AAMI/HTM annual conferences as delegated by supervisor. Supervisory Functions: Develops goals, objectives, and policy for the Information Systems and Cybersecurity HTM program requirements and medical equipment management program and monitors progress. Provides analysis, identifies, and plans workload among subordinates. Assigns daily work to staff, establishing priorities based on workload related to BESS & Info Sys BESS's and ensures that each employee has an integral role in developing the final team product. Advises supervisor and other management officials on status of VA networks, Information Systems projects, EHRM and issues, critical Information System and medical equipment that may adversely impact veteran care and/or access. Provides input to the annual budget, monitors spending throughout the fiscal year to ensure that adequate resources are available to support mission. Evaluates need for service contracts and on- demand vendor service. Leads BME & BESS Teams. Approves and monitors the use of overtime and/or alternate tours needed to accomplish work. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: Citizenship. Be a citizen of the United States, (Non-Citizens may be appointed when it is not possible to recruit qualified citizens in accordance with VA Handbook 5005, Part II, chapter 3, section A, paragraph 3.g. Education and/or Experience. The individual must meet either item 1 or 2 below to meet this requirement: (1) Bachelor's Degree or Higher in Engineering. To be creditable, the curriculum must be from a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET), as a professional engineering curriculum. Examples of acceptable engineering degrees include: Biomedical Engineering, Clinical Engineering, Bioengineering, Biomechanical Engineering, Electrical Engineering, Mechanical Engineering, and Biochemical Engineering. Titles my vary from educational institutions and change over time. OR, (2) Certification as a Certified Clinical Engineer (CCE) and a bachelor's degree not listed in item 3.b.(1) above. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: Supervisory Biomedical Engineer (Clinical), GS-13 Experience Completion of at least one year of experience equivalent to the next lower level, and must fully meet the KSAs at that level. Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs: Knowledge of the management of overall department resources, i.e., finances, space, equipment, supplies, and staffing at the local level. Ability to draft and/or recommend local policies and/or directives related to healthcare technology management. Ability to balance multiple responsibilities, set priorities, delegate tasks, meet multiple deadlines, analyze organizational problems, and develop and implement effective solutions. Ability to analyze organizational and operational problems to develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the area of responsibility. Skilled in interpersonal relationships in leading and dealing with employees, team leaders, and managers, both within and outside the biomedical engineering program, to include conflict management, dispute resolution, mediation, or reasonable accommodations. Assignment. For all assignments above the full performance level, the higher -level duties must consist of significant scope, complexity (difficulty), range of variety, and be performed by the incumbent at least 25% of the time. At this level, employees are supervisors and are at the facility level. The supervisory biomedical engineer (clinical) is responsible for the professional and administrative management of a facility biomedical engineering program. Such individuals have responsibility supervising technical staff, including lower level engineers, biomedical engineering technicians, and other staff. The range of supervisory responsibility includes development of performance standards and performance evaluations; recommendations for appointments, awards, advancements, and when appropriate, disciplinary actions; and identification of continuing training needs etc. The supervisory biomedical engineer (clinical) is responsible for financial management of budget resources allocated to support quality assurance and maintenance activities necessary to assure the facility's medical equipment is available for patient care activities. The supervisory biomedical engineer (clinical ) is responsible for compliance and reporting of medical device cyber security and isolation for facilities under their management oversight. Preferred Experience: Currently working as a Biomedical Engineer with 10 years Clinical experience working for The VA Medical Center with CCE certification. References: VA Handbook 5005/104 Part II AppendixG38 The full performance level of this vacancy is GS13. The actual grade at which an applicant may be selected for this vacancy is in the range of GS-13.
