Duties
Perform Pre-Award and Post Award acquisition functions for the procurement of complex equipment.
Responsible for solicitation, analysis, evaluation, and negotiation of contractor’s proposals for highly complex and highly technical requirements.
Review requests for the procurement of complex equipment and/or supplies.
Perform cost or price analysis, including review of cost breakdowns to determine reasonableness.
Award contracts within delegated contracting officer authority or recommends award to the contracting officer outside delegated authority.
Administer contracts and assist contract administration offices in the administration of contracts.
Serve as the principal contact for the contract and represent the command in conferences with industry, and State and local government pertaining to the procurement.
The incumbent may serve as a warranted Contracting Officer and may be responsible for applying signature to final award documents to obligate DLA funds.

Qualifications
To qualify for a Contract Specialist, your resume and supporting documentation must support:
A. Basic Contracting Requirement: A.) A baccalaureate degree from an accredited educational institution authorized to grant baccalaureate degrees OR B.) a current civilian employee in DoD or member of the Armed Forces, who occupied an 1102 position, contracting officer position, or comparable military contracting position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000 are excluded from the requirements of "A" above.
B. Contracting Officer Requirement: Must possess at least two years of experience in a contracting position.
C. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. In addition to meeting the Basic Education Requirement above, to qualify for the GS-12 grade level, specialized experience must be at the GS-11 grade level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
- Apply contracting principles, laws, statues, regulations, and procedures applicable to pre-award and post-award actions.
- Experience with Federal contract methods and contract types to coordinate and monitor prime and subcontractor performance on complex, long-term contracts.
- Use negotiation techniques to meet and deal with representatives from the private sector and with government personnel to procure assigned products.
- Communicate both orally and in writing to participate in contract negotiations, modifications and/or terminations.

You will receive credit for all qualifying experience, including volunteer experience.
