This position is located in the Optometry Clinic at Four Corners Regional Health Center, in Red Mesa, Arizona and reports to the Supervisory Optometrist. The incumbent provides primary eye care technical assistance to Optometrists. The employee performs difficult and advanced ophthalmic procedures and assists the eye care providers in the examination and treatment of patients to increase the overall efficiency of the department.
Duties
Patient Screening and Auxiliary Tests: Visual acuity, confrontation fields, extra-ocular muscle movements, pupillary reaction, interpupilary distance measurements, lens neutralization manual and automated; color vision testing, stereopsis, autonometry, Humphrey visual field; retinal photography; instills diagnostic or therapeutic pharmacological agents in the patient's eye; obtain patient's case history.
Patient Education: Provide and assist patient education relative to optical and ocular disease conditions.
Eyeglass Services: Perform frame measurements, verify spectacle prescriptions; repair damaged frames and perform basic optical bench work. Advise patients on appropriate lens materials, lens and frame design. Complete paperwork for ordering, provide price quotes; assists in the optical dispensary
Receptionist Duties: Meet and greet patients, schedule appointments, answer telephone, take messages; collect charts from medical records; prepare requisitions, government credit care purchases and travel orders; manage referrals for patients to outside specialists; enter patient information into electronic health record.

Individual Occupational Requirements
Specialized Experience (for positions at GS-4 and above): Positions in this series range widely in type and include support duties to medical or health personnel such as audiologists, speech pathologists, medical officers, and optometrists. Therefore, technician experience is experience that required application of the knowledge, methods, and techniques of the position to be filled.
In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.
MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks:
GS-05:
1 year of specialized experience equivalent to at least the GS-04 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Examples include: Work in a medical office under close supervision; performing tasks such as taking patient histories, preliminary testing such as visual acuities or vital signs, assisting with administering medical treatment, and entering information into an electronic health record.. OR
4-year course of study leading to a bachelor's degree, with major study or at least 24 semester hours in subjects directly related to the position. OR
Combination of education and experience that when combined fully meet the minimum qualifications for this position.
GS-06:
1 year of specialized experience equivalent to at least the GS-05 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Examples include: work in a medical officer performing patient histories, preliminary test such as vital signs, or visual acuities, assisting provider in delivery medical treatments and entering information into an electronic health record. Is familiar with basic ocular anatomy and experience independently providing patient education on ocular conditions and treatment and transcribing eyeglass prescriptions using standard optical notation
GS-07:
1 year of specialized experience equivalent to at least the GS-06 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Examples include: work in an eyecare office, independently performing all preliminary vision tests (visual acuity, autorefraction/tonometry, color vision, stereopsis, lensometry) following protocols established by provider, recognizing and noting aberrant results. Perform specialized eye tests such as visual fields, OCT, fundus photography; independently adjusting testing protocol to accommodate patient's physical limitations; understands basic ocular anatomy and provide patient education on common eye conditions and treatments. Independently assists patients with eyewear selection and orders, and troubleshoot patient complaints about eyewear. OR
1 year (18 semester hours) of graduate education that is directly related to the work of the position. OR
Combination of education and experience that when combined fully meet the minimum qualifications for this position.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
