About the Position: This position is within the U.S. Army Mission and Installation Contracting Command. Their mission is to provide World Class products and logistics support. This position will exercise full range procurement analyst service.
Duties
Provides a full range of procurement analyst services
Performs all aspects of contracting oversight, review, and assistance to provide responsive and timely support to customers.
Aggressively counsels and makes recommendations to maximize small business procurement opportunities.
Develops guidance materials to explain regulatory and policy changes.
Provides analyst services, oversight, and support for procurements involving highly specialized, enterprise, and/or complex contracts
Performs reviews and analysis of procurements involving complex contracts.
Researches and drafts responses to Congressional inquiries and provides information.
Provides information and assistance to business concerns relative to participation in the acquisition program.
Analyzes, evaluates, and reviews procurement programs and issues.
Prepares and/or consolidates special and recurring reports.
Performs staff visits to contracting offices and analyzes acquisition statistics.
Participates in conferences and special events pertinent to Army Small Business Programs.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires submission of Financial Disclosure Statement, OGE-450, upon entering the position, and annually thereafter.
- Overnight Business Travel up to 25% of the time
- Must be able to obtain and maintain a Secret security clearance and access.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Contracting and Acquisition certification within 48 months as of entrance on duty.

Specialized experience: To qualify, applicants must possess one year of specialized experience equivalent to the next lower grade/level (NH-02). Specialized experience: Experience analyzing Federal Acquisition regulations to execute contracts; Experience utilizing electronic contracting systems to retrieve data for statistical analysis; Experience reviewing contracts to identify compliance with Small Business Program requirements: Experience analyzing procurement programs in order to achieve assigned objectives and goals.

This is a DOD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for the demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-III of broad banding encompass the traditional GS-12 through GS-13 grades. Other initiatives under the demonstration projects include simplified job classification, streamlined hiring processes, and expanded developmental opportunities.
Education
Degree: Bachelor's degree (or higher degree) from an accredited educational institution. (NOTE: You must include a copy of your transcripts)
OR
Exemption: You are exempt from the education requirements above if (A) you are a current DoD employee, in any occupational series, who has served on or before September 30, 2000, as follows: (1) Served as a GS/equivalent-1102 position or contracting officer position with authority to award or administer contracts above the SAT in any Federal agency, OR (2) Served as a military member in a comparable military occupational specialty; OR (B) you are a current member of the armed forces who occupied a position within an occupational specialty similar to the GS-1102 series on or before September 30, 2000.
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
