About the Position: The Army Contracting Command (ACC-DTA) provides comprehensive acquisition, contracting, business advisory, production support, and depot-level maintenance services acquiring, fielding and sustaining TACOM, Life Cycle Management Command (LCMC) systems and supporting requirements. #ACC-DTA
Duties
Serves as the Deputy to the Executive Director/Senior Contracting Official (SCO) for the US Army Contracting Command–Warren (ACC-DTA).
Serves as the Acting in the Absence of the SCO (AIAOS) and a contracting officer with authority to execute and approve contracts without monetary limitation.
Manages, supervises and oversees the operations necessary to provide acquisition, contracting and business advisory services for the customer’s requirements.
Oversees the overall planning, direction, and coordination of the acquisition planning, solicitation, pricing, negotiation, contract award and execution, post-award monitoring and administration, and contracting related management functions.
Serves as a senior technical expert advisor to the Senior Contracting Official (SCO), and senior customer officials for acquisition planning, solicitation, pricing, negotiation, contract award and execution, post-award monitoring and administration.
Establishes and maintains liaison with command and executive elements to include general officers and senior military personnel, senior service executives and senior managers.
Ensures HQ or Executive Director vision and priorities are translated to realistic actions plans for implementation.
Translates strategic focus areas to executable programs or processes.
Performs the full range of administrative and technical supervisory duties.
Assigns work and establishes priorities; evaluates performance of subordinates; gives advice, counsel, and/or instruction to subordinates on both work and administrative matters.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position is Special-Sensitive -requiring a Top-Secret security clearance or Special-Sensitive-Top Secret security clearance with Sensitive Compartmented Access and personnel must pass a drug screening prior to hiring and thereafter.
- This position requires signature of DA Form 5019 (Condition of Employment For Certain Civilian Positions Identified Critical Under the Department of the Army Drug-Free Federal Workplace Program) and must pass urinalysis testing prior to placement.
- Financial Disclosure Statement OGE Form 450 is used to assist agencies and employees to avoid conflicts between duties and financial interest. This position requires pre-employment financial disclosure and annually thereafter.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
- Appointment to this position is subject to a one-year probationary period as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
- Acquisitions Back To Basics: This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for (Contracting Professional-C) certification within 36 months as of entrance on duty.
- This is a Key Leadership Position (KLP). Unless specifically waived by the appropriate Army official, or if the employee is Grandfathered under 10 U.S.C. 1736 (c) (1), Selectee must meet Acquisition KLP requirements for this position.
- This position requires a 3-year tenure agreement. Must sign DD Form 2889 (Critical Acquisition Position Service Agreement Key Leadership Position) and execute, as a condition of employment, a written tenure agreement.
- Selectee must obtain the highest Career Category Level of certification in the assigned Career Category/Functional Area. The exception is Program Management, which requires Practitioner or higher Career Level certification.
- This is an obligated position. An obligated position is one to which an employee has statutory restoration rights or entitlement based on active military service, recovery from a compensable injury, or return rights based on an overseas tour.
- This position has been designated as "Emergency-Essential". Emergency-Essential designation takes precedence over any transportation agreement or military recall status.

In addition to the basic education requirement listed above, you must also meet the specialized experience requirement listed below:
Specialized Experience:
Applicant's resume must have at least one year of specialized experience equivalent to the NH-03 (or GS-13 equivalent) level in the Federal Service which includes: 1). Providing advice to senior leaders for acquisition planning, solicitation, pricing, negotiation, contract award and execution, post-award monitoring and administration, and contracting related management functions; 2). Managing contracting/procurement personnel towards organizational goal accomplishment and career growth; 3). Applying modern contracting techniques, such as non-FAR based contracting efforts; 4). Developing policies and procedures for work involving the evaluation of contract price proposals, advertising, negotiation, administering and/or termination of contracts for procurement of supplies, services, or research and development; 5). Applying effective review and analysis of contracting mission support; 6). Maintaining programs involving acquisitions, contracting, and support to the command and customers.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-03 (or GS-13 equivalent grade level).

This is a DOD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for the demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, Demonstration jobs in level NH-IV of broad banding encompass the traditional GS-14 through GS-15 grades. Other initiatives under the demonstration projects include simplified job classification, streamlined hiring processes, and expanded developmental opportunities.
