The primary purpose of this position is to serve as program analyst, applying aircraft maintenance/logistics experience to analyze, develop, and evaluate issues, develop, and coordinate recommendations to resolve substantive problems and issues of effectiveness and efficiency of work operations in a major command program.
Duties
Applies aircraft maintenance/logistic experience, analyzes, develops, and evaluates issues, and develops recommendations to resolve substantive problems and issues of effectiveness and efficiency of work operations in a major command program.
Provides functional management for AFRC Maintenance Analysis and Maintenance Management Scheduling.
Serves as the MAJCOM point of contact for maintenance analysis and documentation maintenance information system and/or mission support applications used in support of HQ USAF/MAJCOM policy and directives.
Attends meetings and presents briefings.
Conducts studies to evaluate and recommend ways to improve productivity in work operations.

- Aircraft maintenance operations experience (e.g., maintenance management analyst) is critical to the successful completion of the work.
Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the pertinent regulations, laws, policies, and precedents that affect maintenance Information System, weapons, system View, Global Combat Support system and how they interface. Knowledge of the major issues, goals, objectives, work processes, administrative operations, and current resource capabilities. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of Maintenance Information System: IMDS, REMIS, GO81, BLADE Fleet Asset Status, Weapons System View, Engine View, Global Combat Support System (GCSS)-AF, how they interface.
Knowledge of the application of Air Force aircraft maintenance/logistics expertise as it applies to assigned programs; aircraft, weapons systems, engines, systems/components and personnel.
Skill in designing and conducting comprehensive studies, and preparing solutions to resolve substantive problems and issues of effectiveness and efficiency of maintenance on aircraft, weapons systems, engines, aircraft systems, aircraft components and aircraft maintenance personnel.
Ability to use computer systems/programs, Microsoft software and GCSS business objects to perform highly complex data analysis and produce detailed reports applicable to a management engineering studies; data manipulation and extraction techniques; processing manpower change request forms and other relevant documents; and demonstrated skill locating and accessing information with a personal computer and software programs
Ability to plan, organize, and negotiate effectively with senior analysts and management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures.
Ability to communicate effectively, both orally and in writing; negotiate complex issues; and maintain good working relationships.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
