This notice is issued under direct-hire authority in response to the Creating Helpful Incentives to Produce Semiconductors (CHIPS) Act of 2022 for which NIST has a critical hiring need.

Duties
Functions as a key member of the Policy Team within the CHIPS Program Office's Strategy Team, reporting to the Director of Policy. Leads cross-cutting policy initiatives related to economic and national security and works closely with other members of the team in developing, coordinating, and implementing cross-disciplinary CHIPS policies and strategies. Specific duties will include drafting policy documents, analyzing emerging issues related to CHIPS implementation, supporting program efforts to facilitate semiconductor clusters, coordinating and communicating CHIPS policies and strategies to internal and external stakeholders, and advising on key policy issues related to the semiconductor industry.

Qualifications
Applicants must have one year of specialized experience equivalent to at least the GS-13 level (ZA-III at NIST) in the federal service. Specialized experience is defined as:
Experience in analyzing complex policy issues, conducting in-depth research, and developing strategic recommendations;
Experience working in one or more of the following areas that relate to program needs: economic development; workforce development; infrastructure or environmental planning; research and development; business or supply chain strategy; science and technology policy; national security policy; economic policy; or the semiconductor industry;
Experience in managing projects and/or teams to achieve policy goals; and
Experience in engaging with high-level stakeholders, such as government officials, industry leaders, and advocacy groups.
Experience refers to paid and unpaid experience, including volunteer work done. We will credit all qualifying volunteer experience in your application.
