About the Position: This is a supervisory, permanent position with Headquarters, U.S. Army Corps of Engineers, Office of Diversity and Leadership located at the General Accountability Office building in Washington, DC. Directs and manages EEO and diversity outreach in support of 9 Major Subordinate Commands (MSC), 44 Districts and 9 Field Operating Activities, Centers, and Laboratories geographically dispersed throughout the command and comprising 36,000 civilians and 800 military leaders.
Duties
Serves as the principal advisor to the Commanding General and senior management officials of the US. Army Corps of Engineers (USACE), a direct reporting unit of the Department of the Army (DA).
Serves as spokesperson for and on matters pertaining to Equal Employment Opportunity (EEO) policy, practices, processes and procedures.
Evaluates human capital programs, policies, practices, and procedures to ascertain for the Command whether there are barriers that tend to limit or restrict equitable opportunities for open competition in the workplace.
Applies managerial and technical equal employment opportunity knowledge and skills to plan, organize, direct, staff, carry out, review, and evaluate a proactive, management-oriented equal employment opportunity programs.
Analyzes the work force and organizational components to identify particular occupations, organizations, lines of progression (career ladders), and/or geographical locations in which minorities and women are underrepresented.
Directs, develops, and proposes broad plans of action designed to assure that EEO objectives are attained by utilizing thorough expert knowledge of the organization.
Directs and develops a comprehensive Model EEO program that includes on-site program evaluation, analyses of required narrative and statistical reports, comparisons of objectives and actual accomplishments, deficiencies and improvements.
Explains performance expectations to the subordinate supervisory position and employees directly supervised and provides regular feedback on strengths and weaknesses.
Assures implementation of the goals and objectives for the program and functions performed; determines goals and objectives that need additional emphasis, determines, the best approach.
Exercises supervisory responsibilities civilian personnel assigned to the Diversity and Leadership Division in accordance with the Commanding General's guidance.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.

Specialized Experience: One year of specialized experience which includes: 1) apply mastery and authoritative knowledge of Equal Employment Opportunity (EEO) concepts, principles, practices and operational functions; 2) formulate and establish organization-wide policy/evaluation of program activities; 3) evaluate Human Capital programs and practices for consistency with federal rules, regulations and guidelines; 4) direct and/or review analysis of EEO laws, court decisions, regulations, personnel policies to determine impact; 5) provide oversight of resolution of complaints which impacts policy and procedure; and 6) provides supervisory and/or managerial oversight for the personnel management of EEO staff. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).
