The VISN Clinical Pharmacy Program Manager holds a position of high visibility and is responsible for coordinating facility and VISN-wide efforts to improve clinical pharmacy practice. This position is located in the catchment area of VISN 6 (within 50 miles of one of the 7 VISN 6 VA facilities) and will be allowed to remote. Pay will be determined based on the employees location. This position is suitable for remote work within the catchment area.

VA Careers - Pharmacy: https://youtube.com/embed/Fn_ickNBEws Major duties and responsibilities include, but are not limited to: Serves as the leadership official for managing the VISN Clinical Pharmacy program as it relates to implementation, enhancement, expansion, sustainment, and standardization when appropriate. Serves as the VISN lead and subject matter expert on matters related to clinical pharmacy practice to various levels of leadership at VISN and VA facilities. Leads, co-leads, and/or participates in VHA and VISN-level Pharmacy Committees, and Workgroups including, but not limited to, the VHA and VISN Clinical Pharmacy Practice groups as well as the VISN Pharmacy & Therapeutics Committee and VISN 6 clinical pharmacy consultative site visits. Conducts or participates in meetings with individuals from external organizations when related to clinical pharmacy practice and processes. Develops and implements long and short-term goals and plans, which includes managing risks, identifying needs and potential issues in clinical pharmacy activities through analyzing workload, expenditures, trends, and national VA policy implications. Establishes a strategic plan for the VISN clinical pharmacy program in alignment with the mission and goals of the organization and makes recommendations to the VPE regarding direction, productivity, and performance of the plan when necessary. Makes decisions and recommendations to network and facility executive leadership that have a direct impact on the quality of clinical pharmaceutical care provided to Veterans. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education: Must be a graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.)degree. Verification of approved degree programs may be obtained from the Accreditation Counsel for Pharmacy Education, 20 North Clark Street, Suite 2500, Chicago, Illinois 60602; phone: (312) 664-3575, or through their Web site at httpp://www.acpe-accredit.org/. (NOTE: Prior to 2005 ACPE accredited both baccalaureate and Doctor of Pharmacy terminal degree program. Today the sole degree is Doctor of Pharmacy.) Foreign Education: Graduates of foreign pharmacy degree programs meet the educational requirements if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet- Based Test (TOEFL iBT). Licensure: Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure. A pharmacist who has, or has ever had, any license(s) revoked, suspended, denied, restricted, limited, or issued/placed in a probationary status may ne appointed only in accordance with the provisions in VA Handbook 5005, Part II, Chapter 3, section B, paragraph 16. (NOTE: Individuals who have or have had multiple licenses and had any such license revoked for professional misconduct, professional incompetence or substandard care, or who surrendered such license after receiving written notice of potential termination of such license by the State for professional misconduct, professional incompetence, or substandard care, are not eligible for appointment to the position unless such revoked or surrendered license is fully restored (38 U.S.C. § 7402(f)). Effective November 30, 1999, this is a requirement for employment. This requirement does not apply to licensed pharmacists on VA rolls as of that date, provided they maintain continuous appointment and are not disqualified for employment by any subsequent revocations or voluntary surrenders of State license, registration or certification.) English Language Proficiency: Pharmacists must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d). Grade Determinations: Experience. In addition to the GS-13 requirements, must have 1 year of experience equivalent to the next lower grade level. Assignments: For all assignments above the full performance level, the higher level duties must consist of significant scope, administrative independence, complexity and range of variety as described in this standard at the specified grade level and be performed by the incumbent at least 25% of the time. VISN Program Manager: Responsible for the management of national or VISN level programs. These programs include collaboration with other Federal agencies (e.g., National Institutes of Health, Public Health Service, Department of Defense, food and Drug Administration (FDA), Centers for Disease Control, etc.) or organizations outside the Federal health care system. Programs of this magnitude are directed by VA Central Office or a VISN. Specialized experience examples include, but are not limited to: Developing and implementing long and short-term goals and plans, which includes managing risks, identifying needs and potential issues in clinical pharmacy activities through analyzing workload, expenditures, trends, and national VA policy implications; makes decisions and recommendations to network and facility executive leadership that have a direct impact on the quality of clinical pharmaceutical care provided to Veterans; conducts drug utilization reviews, quality assurance activities, and utilization reviews as required; or develops policies and procedures defining clinical pharmacy operational processes and requirements to assure high quality clinical, consultative, and informational services are provided. Demonstrated KSAs: Skill in persuading others and gaining cooperation to accomplish goals. Ability to effectively communicate orally and in writing regarding complex clinical and technical issues. Skill in utilizing regulatory and quality standards to develop and implement operational programs. Skill in managing multiple and diverse people or programs. Skill in utilizing available resources to support the mission and goals of the organization. Preferred Experience: Experience in pharmacy leadership, direct patient care, clinic utilization management, formulary management, and pharmacoeconomics. References: VA Handbook 5005/55, Part II, Appendix G15. The full performance level of this vacancy is GS-14. Physical Requirements: The work is administrative and technical in nature, primarily sedentary. Work is performed in an office setting and requires the use of numerous communication modalities. Some travel and tour of duty changes are required to meet demands of the position. Occasional light physical effort may be required.
