The Associate Service Chief of Operations serves as part of the Charles George VA Medical Center (WNCVAHCS) Pharmacy Service Management Team, which includes the Chief; Associate Chief, Operations; and the Associate Chief, Clinical and Educational Programs. This Individual serves as the full associate to the Chief, Pharmacy Service, sharing full responsibility for planning and directing pharmaceutical services for the WNCVAHCS Campus and related Outpatient and Community Based Outpatient Clinics.

Maintains a sound budget management program with special emphasis on annual budget projections and budgetary shortfall due to prescribing or workload changes. Maximum cost efficiency is pursued. Participates in maintenance of the facility's Pharmaceutical Cache and its contents in full compliance and readiness in regard to all applicable VA regulations, policies and Directives. Develops and maintains effective pharmacy programs from a cost and patient outcome perspective. In concert with the Pharmacy Service Associate Chief, Clinical and Educational Programs and the Chief, Pharmacy Service, plans and coordinates clinical expansion of the department to provide optimal pharmaceutical services. Determines staff development needs and formal/informal programs to enhance pharmacist and technician professional practice capabilities. Coordinates assessment of departmental educational needs and identifies resources to foster staff development. Reviews patient education programs and materials and makes recommendation to appropriate committees or subordinate pharmacy staff for improvements as assigned. Coordinates approved research protocols and assures that drug storage, dispensing, and record keeping meets established standards. Works with Pharmacy Associate Chief, Clinical and Educational Programs to assure needed clinical resources are available. Implements an effective, outcome-oriented New Employee Training Program and continuously monitors its effectiveness, with changes/improvements made as appropriate. The Associate Chief, Operations will have responsibility for providing pharmaceutical services to the Veteran patients served by this Medical Center and for the professional and administrative activities supporting these services. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education. Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. (NOTE: Prior to 2005 ACPE accredited both baccalaureate and Doctor of Pharmacy terminal degree programs; today the sole degree is Doctor of Pharmacy)Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEF iBT). Licensure. Hold a full, current, and unrestricted license to practice pharmacy in a State, Territory, or Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. English Language Proficiency. Pharmacists must be proficient in spoken and written English as required by 38 U.S.C. 7402(d) and 7407(d). May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: GS-14 Experience. In addition to the GS-13 requirements, must have 1 year of experience equivalent to the next lower grade level. Assignments. Associate Service Chief/ Associate CMOP Director. Responsible for coordinating multiple programs in pharmacy service in a medical facility. Serves as the Acting Service Chief in the absence of the Service Chief. Develops and maintains a system of internal reviews that ensure service programs operate at a satisfactory level of performance and in compliance with regulatory and accrediting bodies. Responsible for pharmacy utilization of resources and budget. Makes selections, assigns personnel, and serves as a mentor to help employees develop their full potential. Candidate must also demonstrate the following KSA's: 1. Skill in persuading others and gaining cooperation to accomplish goals. 2. Ability to effectively communicate orally and in writing regarding complex clinical and technical issues. 3. Skill in utilizing regulatory and quality standards to develop and implement operational programs. 4. Skill in managing multiple and diverse people or programs. 5. Skill in utilizing available resources to support the mission and goals of the organization. 6. Ability to plan, organize and direct the functions of the pharmacy staff. Preferred Experience: Previous Supervisory and Leadership responsibilities within VA. Acquiring, evaluating, and applying workload reports for Pharmacy Operations.
