The ODNI heads the U.S. Intelligence Community (IC), overseeing and directing the implementation of the National Intelligence Program and acting as the principal advisor to the President and National Security Council for intelligence matters related to national security. The ODNI is responsible for integrating all national and homeland security intelligence in defense of the homeland and in support of U.S. national security interests.

Duties

The Intelligence Research Specialist job code aligns to the following broad range of ODNI job sub-codes that exist across the organization: Selected candidates will be offered a conditional offer of employment. The conditional offer of employment will be into a Hiring Pool for the Intelligence Research Specialist job code and will not specify a final office or job assignment. Upon successful completion of the security and medical clearance processes, you will be informed of your prospective office/job assignment as part of your final job offer based on organizational needs at that time. As a member of our team, you will be recognized as a specialist with responsibility for strategic assignments in a given topic or mission area, while developing estimates for future situations. GS-13 Intelligence Research Specialists must have specialized knowledge in their own subject-matter field and the ability to apply facts and estimates derived from numerous sources to a variety of problems having different technical aspects. You must have a broad background and experience in intelligence techniques and operations and the ability to apply this knowledge to problems with different collection or distribution aspects. You will be expected to use a broad understanding of political, military, and economic affairs, and history, as well as broad knowledge and understanding of different peoples and areas in estimating and forecasting future situations. Your responsibilities will include work across the ODNI and the IC. In addition, you will advise higher level officials, as well as groups, working on specific problems related to their area of responsibility and give professional guidance to more junior officers. Intelligence Research Specialist encompasses a broad range of positions for which you may be selected. Examples include, but are not limited to: Analyst (Identity Intelligence, Political, Targeting) Interagency Coordination Officer Integration Manager Operations/Watch Officer (Requires shiftwork (e.g., evenings, overnights, weekends, holidays)) Partnership and Liaison Officer Policy Officer Program Analyst Strategy Management Officer Duties undertaken by Officers selected from this announcement may include: Provide timely, insightful, and sophisticated all-source analysis or situational awareness--in collaboration with IC partners--on threats (terrorist, proliferation, narcotics, illicit finance, security, cyber or counterintelligence) to U.S. interests, author a range of finished intelligence products, and brief policy, intelligence, law enforcement, and military customers to inform decision-making and policy-making on national security. Identify as early as possible leads that could become threats to the Homeland and U.S. interests abroad. Work with mission partners across the Federal Government to help disrupt potential threats within assigned area(s) of responsibility. Perform in-depth all-source research and analysis; within substantive area conduct targeted analysis of known and unknown individuals, groups, and networks to reveal identity attributes for future analytical and/or watchlisting purposes. Conduct independent research, synthesize data, apply analytic methods, and evaluate programs within a substantive area to produce clear, concise products and recommendations to support ODNI senior leadership. Maintain 24/7 global situational awareness by independently researching and analyzing raw intelligence reporting and maintaining awareness of current intelligence issues. Evaluate, integrate, and develop strategies and plans in coordination and collaboration with other Federal Government agencies and private sector entities to counter threats to U.S. interests. Research, monitor, and evaluate the use of agencies' resources to meet mission objectives, examine alternatives, and provide structured recommendations in accordance with organizational policies, procedures, and viewpoints. Assess progress made against mission objectives and develop recommendations to enhance performance. Provide unique subject matter expertise (e.g., scientific, regional, functional, linguistic, technical) that can be applied to advance the intelligence mission. Build relationships with ODNI and IC stakeholders to establish and promote new ways to incorporate the IC Transparency Principles as standard business practices. Organize events, prepare briefings, reports, and presentations to organizational leadership, serving as successful liaison to senior IC officials, policy makers and other senior Federal Government officials. Mentor and guide junior officers.

Requirements

• Must be a U.S. Citizen residing in the United States
• Appointment is subject to a suitability or fitness determination, as determined by a completed background investigation.
• Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI)
• Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
• A two-year trial period is required for all new permanent appointments to the ODNI.
• Resides in the Unites States.

Qualifications

Mandatory Requirements: Must be a U.S. citizen to apply. Minimum of eleven years of relevant professional experience or Minimum of a Bachelor's degree plus seven years of relevant professional experience or a Master's degree plus five years of relevant professional experience. Strong interpersonal, organizational, and problem-solving skills, including the proven ability to work effectively both independently and in a team or collaborative environment. Strong analytical, critical thinking, research, writing skills, and collaboration skills. Proven ability to effectively plan, research, develop, and write high-quality, complex analyses, studies, projects, and briefings in relation to key U.S. foreign policy and national security objectives. Proven ability to promote the development and use of a broad range of methodological tools and approaches to research, analyze, and present data (modeling, link analysis, or software). Proven ability to execute senior-level guidance in a fast-paced environment and ability to translate strategic goals into specific objectives with appropriate metrics and methods to track progress toward meeting those goals, with minimal supervision. Proven ability to conduct independent research, synthesize data, apply analytic techniques, and evaluate programs to produce clear, concise products and recommendations. Desired Requirements: Thorough knowledge in a geographic region or functional subject matter related to the IC, including, but not limited to, intelligence, counterintelligence, emerging technology, cyber, financial technology, infrastructure security, counterterrorism, counternarcotics, counterproliferation, and/or security. Proficiency in a foreign language. Proven experience with data analysis/visualization, data modeling, or statistics. Strong education and/or experience in science, technology, engineering, and mathematics (STEM) fields. Familiarity with IC, DOD, Office of Management and Budget, and Congressional budget processes and procedures.
