This position is part of the U.S. Development Finance Corporation (DFC) Office of the Chief Executive (OCE). As a Program Manager (Chief Data Officer), you will be responsible for providing data governance expertise, program oversight and implementation of DFC's data architecture, enabling the use of data to support DFC strategic organizational goals.
Duties
Responsible for developing, implementing, and maintaining DFC's data governance program, coordinating with key partners throughout the organization, to integrate and modernize DFC data architecture.
The incumbent serves as a technical authority and consultant regarding agency innovation and the delivery of expert business intelligence with respect to data governance.
Responsible for ensuring DFC meets the statutory requirements of the Foundations for Evidence-Based Policy Making Act (Evidence Act), in close consultation with DFC's Office of Information Technology (OIT).
Consistent with statutory mandates and guidance from the Office of Management and Budget (OMB), the incumbent plans and manages data governance programs to include establishing project goals, scope, and developing project plans.
Evaluates the success of Data Governance objectives including the expectation for progressive and high-quality provision of data management guidance to stakeholders throughout DFC.
Responsible for full life cycle data management, enabling data usability, availability, integrity, and efficiency.
Implements and manages the development and execution of Agency strategies and tactics of the DFC-wide data collection and consolidation efforts.
Promotes transparency and efficient, equitable, and appropriate internal and external use of DFC data.
Performs independent analysis leading to programmatic governance proposals and studies that recommend alternative courses of action to senior Agency leaders.

Qualifications
Status candidates must meet time-in-grade requirements (52 weeks at the next lower grade level). Applicants must meet all eligibility and qualification requirements no later than the closing date of this announcement.
TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).
You may qualify at the GS-15 level, if you fulfill the following qualification requirements: One year of specialized experience equivalent to the GS-14 grade level in the Federal service that includes implementing or developing operational business processes or policies that support the collection, maintenance and use of data within an organization's strategic goals that enable effective governance of data assets.
Note: Education is not substitutional at this grade level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
