The Nurse Manager Housing and Urban Development VA Supportive Housing (HUD VASH) position is located in the Social Work Service at the Jamaica Plain Campus location and provides coverage at the Brockton Campus location as needed. This is a full-time position at 40 hours per week.

Duties

The Nurse Manager (HUD VASH) is a registered professional nurse who is directly supervised by and accountable to the HUD-VASH Program Manager. In collaboration with the HUD-VASH Manager, the Nurse Manager functions as a supervisor and assumes accountability for the operation of a designated unit. This includes the management, supervision and evaluation of care delivered by nursing and other allied health care staff. Promotes, creates, demonstrates, and ensures a culturally diverse workforce in which the values and needs of all individuals are respected. The Nurse Manager demonstrates a high level of clinical expertise, leadership, and creative approaches to management of complex care. In addition, applies skills necessary to identify, coordinate, and/or identify discipline-specific education, as well as training in leadership, professional staff development and emerging needs, to all levels of staff. This RN is a nurse supervisor and provides oversight for the administration of leave, counseling, and disciplinary actions in collaboration with the Program Manager. Duties include, but are not limited to: Provides supportive assistance to and stands in the stead the HUD-VASH Program Manager when and where needed. Assists Manager with clinical and administrative leadership and expertise while facilitating an atmosphere of interactive management and the development of collegial relationships among the interdisciplinary team, to include Telehealth. Assist staff in following Homeless Program Policies & Regulations as well as Medical/Surgical Specialty Services principles and standards in providing patient care, and in using quality improvement data when proposing change or improvement in nursing care. Conducts routine audits of consult referrals, encounters, and addended documentation for timeliness of entry, completeness, care coordination and quality of content captured within. Competent in the use of video technology (WebEx, Veteran Video Communication, etc.) and tele- health to support providers and staff in video and telephonic visits with patients. Collaboratively works with Homeless and PACT for seamless patient care transitions within and outside of the VA healthcare network. Participates in conflict resolution as necessary and acts as an effective problem solver, always in the leadership and not the peer role. Develop and maintain effective communication among colleagues within and external to to HUD-VASH Program. Evaluate and approve attendance of all staff assigned to, per policy. Ensure all staff complete annual mandatory competencies and training, required licensure and certifications, and facilitates monthly unit in-service education programs. Knowledge and skills with various computer programs utilized within the HUD-VASH program and Nursing Service. Assesses staff performance on a regular basis, contributes to appraisals and proficiencies as necessary, assuring these are completed on time per regulation and signed off in the absence of the Program Manager, to include orientation and competencies. This position is covered by a special rate. Current and former Federal employees must submit copies of their most recent SF-50 (Notice of Personnel Action). The SF-50 must identify the position title, series, grade, step, tenure and type of service (Competitive or Excepted). In some cases, more than one SF-50 may be required to show a higher grade previously held. This position is in the Excepted Service. The Professional Standards Board (a peer-review group) will recommend the grade and salary for new appointments based on the candidate's education and experience. For internal selectees being promoted, the board will determine grade and HR will determine step in accordance with policy. Veterans' preference does not apply for other current permanent Federal agency employees. Selectee may be required to work at any VA Boston Healthcare System campus, as needed. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing. Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia. Preferred Experience: Experience in Elder Care, Substance Abuse, and Mental Health preferred Experience in home-based care preferred Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade: Nurse I Level I - An Associate Degree (ADN) or Diploma in Nursing, with no additional nursing practice/experience required. Nurse I Level II - An ADN or Diploma in Nursing and approximately 1 year of nursing practice/experience; OR an ADN or Diploma in Nursing and a bachelor's degree in a related field with no additional nursing practice/experience; OR a Bachelor's of Science in Nursing (BSN) with no additional nursing practice/experience. Nurse I Level III - An ADN or Diploma in Nursing and approximately 2-3 years of nursing practice/experience; OR an ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 1-2 years of nursing practice/experience; OR a BSN with approximately 1-2 years of nursing practice/experience; OR a Master's degree in nursing (MSN) or related field with a BSN and no additional nursing practice/experience. Nurse II - A BSN with approximately 2-3 years of nursing practice/experience; OR ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 2-3 years of nursing practice/experience; OR a Master's degree in nursing or related field with a BSN and approximately 1-2 years of nursing practice/experience; OR a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no additional nursing practice/experience required. Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3 years of nursing practice/experience; OR a Doctoral degree and approximately 2-3 years of nursing practice/experience. Note regarding MSN degrees: If your MSN was obtained via a Bridge Program that qualifies for professional nursing registration, a BSN is not required. Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-6 Nurse Qualification Standard. This can be found in the local Human Resources Office. Physical Requirements: This position requires visual acuity, keen hearing, clear distinctive speech, and manual dexterity. This position requires potentially long periods of continued walking, standing, stooping, bending, pulling, pushing, and sitting at a keyboard. Transferring patients and objects may be required. The incumbent may be exposed to infected patients and contaminated materials and may be required to don protective clothing in isolation situations or operative/invasive procedures. The incumbent may occasionally be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders. The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on patient needs and able to manage work activities in a highly technological integrated work environment.
