The Chalmers P Wylie Veterans Outpatient Clinic is recruiting for Supervisory Medical Support Assistant positions within various services. The incumbent's assignments include, but are not limited to: assuring coverage in all areas of responsibility; conducting ongoing reviews to ensure high quality work; ensuring active and timely scheduling of appointments; providing guidance to subordinate staff members; distributing and balancing workload; creating and maintaining employee work schedules.

Duties

Incumbent is responsible for completion of administrative functions and providing management support activities to the Administrative Support section supported project/area. Incumbent is responsible for independently organizing the work structure of his/her assigned areas to include assignment of personnel, assessment of acuity level and work volume, conducting reviews of scheduled appointments and consults not meeting metric goals, data validation and reporting as well as ensuring quality assurance issues are addressed in a timely, high-quality manner. The incumbent is expected to review daily workload to determine priorities and changes in work assignment when required. He/she develops performance plans and standards that are realistic, challenging, and directly related to organizational goals and objectives. Incumbent effectively manages the performance appraisal process. Appraisals are submitted timely, in accordance with agency policy, and demonstrate appropriate attention to process. He/she performs semiannual evaluations of all employees in assigned area and makes recommendations in proper format for incentive awards and promotions. The individual participates in disciplinary actions and responds to appeals and grievances as well as attends hearing when required by the agency. This may involve working with the District Counsel, Special Counsel, EEO investigators, and others in resolving personnel problems and taking personnel actions. The incumbent must have extensive knowledge of all VA regulations and manuals. S/he must have in depth knowledge regarding both inpatient/outpatient services for all programs relative to the treatment of Veterans. Ensures that training is kept up to date and that all employees under incumbent obtain sufficient training to satisfactory accomplish the functions of their positions. Incumbent conducts regular meetings with the Administrative Support section staff and gives instructions on new procedures relative to the Section and Service operations. Incumbent interviews applicants for employment and recommends selections, with the concurrence of the Chief. Approves annual and sick leave for subordinate employees. Work Schedule: Monday through Friday, 8:00 a.m. to 4:30 p.m. Schedule may vary as deemed necessary to meet the needs of the Veterans and the Medical Center. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency: MSAs must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, Chapter 3, Section A, paragraph 3.j. Experience and Education. (1) Experience. Six months experience of clerical, office, [customer service], or other [administrative] work that indicates the ability to acquire the particular knowledge and skills needed to perform the duties of the position; OR, (2) Education. One year above high school; OR, (3) Experience/Education Combination. Equivalent combination of experience and education are qualifying for entry level for which both education and experience are acceptable. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: Supervisory Medical Support Assistant, GS-8 Experience.One year of experience equivalent to the GS-7 grade level [leading or supervising MSAs or equivalent administrative patient support staff in a non-VA medical inpatient, outpatient, or interdisciplinary setting.] Assignment.Supervisory MSAs at this level plan and direct programs at medical centers and/or satellite outpatient clinics. They have full responsibility for supervising at least one subordinate MSA team leader, supervisor, or equivalent administrative patient support staff in a non-VA medical inpatient, outpatient, or interdisciplinary setting. Assignments at this level include, but are not limited to: evaluating the work of subordinate staff; resolving complex problems to ensure patient services are met; evaluating new products, equipment, and systems to make recommendations for improved operations; identifying educational or training needs; making final decisions on hiring selections; evaluating performance, and taking disciplinary action when necessary. The employee has administrative and professional responsibility for planning and directing the subordinate lead, supervisor, and MSA's activities. Responsible for extracting and analyzing data to provide reports to senior management in support of tracking measures. For all assignments above the full performance level, the higher-level duties must consist of significant scope, administrative independence, complexity (difficulty) and range of variety as described in this standard at the specified grade level and be performed by the incumbent at least 25% of the time. Demonstrated Knowledge, Skills, and Abilities. Candidates must demonstrate all of the KSAs below: Ability to provide the full range of administrative and supervisory duties [to at least one subordinate MSA supervisor or team leader in a patient support setting which includes assignment of work, performance evaluations, selection of staff, and recommendation of awards and/or advancements.] Ability to collaborate, communicate, and demonstrate customer service and interpersonal skills with internal and external customers to ensure quality/continuity of care and ensure compliance with established policies and regulations. Ability to provide briefings, orientations, staff development, and training [in a patient support setting]. Ability to manage fiscal matters, forecast resource and equipment needs, and identify budget needs. Advanced knowledge of managing or leading patient support staff in a clinic. This includes independently utilizing reference sources, decision making, and empowering the team to collaborate and resolve problems within a complex systems environment. References: VA Handbook 5005/53, Part II, Appendix G-45 The full performance level of this vacancy is GS 8. Physical Requirements: Work is performed in an office setting in an area that is adequately lighted, heated and air conditioned. The normal risks and discomforts typical of an office and clerical work area are included. There are no unusual risks or safety hazards associated with this position. The incumbent works with a computer screen and keyboard. Some physical effort such as standing, walking, bending or prolonged sitting may be required. The incumbent may be exposed to walking to outlying areas. The work places no special physical demands on the employee.
