The Health Systems Specialist (Strategic Planner) is responsible for developing and implementing the Director's strategic vision for the Miami VA Healthcare System.
Duties
Duties include but not limited to:
Coordinates and develops the facility's Strategic Plan, leading strategic planning throughout the healthcare system.
Perform analysis on the current and future needs of the medical center, identifies gaps and opportunities, and then execute business case analysis on the best strategy to accomplish multi-year facility wide program services and goals and objectives as they relate to the overall mission.
Evaluate all aspects of medical center-wide programs against short and long-range objectives, identify gaps, develop action plans, and make recommendations for improvement.
Analyze and evaluate, on a quantitative or qualitative basis, the effectiveness of medical center programs and operations in meeting established VHA, VISN, or VAMC goals and objectives.
Reviews medical center budget initiatives, subsequent justifications and defends for the clinical or administrative service/program to the Medical Center Director.
Makes recommendations in prioritizing resource allocations throughout the healthcare system.
Responsible for the strategic planning cycle, to include the Annual Strategic Planning Retreat, any mid-year strategic planning engagements and front-line staff planning activities.
Chairs the facility Strategic Planning Committee and represents the facility on VISN level committees as assigned.
Completes other duties as assigned.

Physical Requirements: No special physical demands such as above average ability, dexterity, or strength are required to perform the work. Work is sedentary, and the employee may sit comfortably. There may be some walking, standing, bending, carrying of light items, driving of an automobile, etc. Fieldwork may involve traveling to other facility sites of care, interviews, meetings, and sources of information.

Undergraduate and Graduate Education: Major study -- Hospital Administration, Public Health Administration, or related fields such as business or public administration with course work in health care administration. Or,

Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems;
Regulations and standards of various regulatory and credentialing groups; and
Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. or,
Special Provision for In-service Placement:
Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:
Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements;
Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he/she is assigned); and
Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.
Preferred Experience: 3+ years of strategic planning.
GS-13 grade level: One year of specialized experience (equivalent to the GS-12 grade level in the federal service); Experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization.
Specialized experience includes: Coordinates and participates in strategic planning throughout the healthcare system. Identify problems, analyze data, and recommend resolutions based on specific knowledge of the organization's objectives, priorities, and resources. Develops administrative and strategic operational initiative of the organization. Reviews policies and procedures. Monitor plans to ensure short and long-range goals established at higher levels in the organization are being met. Analyzing performance and developing improvement policy procedures and methods aimed at preventing harm. Coordinates and evaluates process and quality improvement strategies for clinical and non-clinical services in the management of High Reliability and Just Culture. Provides guidance and advice on program specific matters such as handling legislative issues, the development and implementation of policy or program initiatives, protocol issues, and other correspondence.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
There is no educational substitution for the GS-13 level.
