This position is in the Chief of Staff Office located at the VA Bedford Healthcare System. This position is full-time at 40 hours per week.

Duties

This position serves as the disbursement coordinator and is responsible for communicating, establishing processes and ensuring compliance with directive 1400.05 and related SOPs. Administers the tasks and procedures required between the VA and the affiliate including establishing DSs, tracking the time the Health Professions Trainees (HPTs) spend at the VA (clinical and educational time, leave, research and scholarly activities, didactics, etc.), verifying valid affiliation agreements, rate and stipend schedules, processing transactions through VA financial systems, and reconciliation of educational activity records (EARs) with Office of Academic Affiliations (OAA) fiscal, individual clinical services and the affiliate. Duties may include, but are not limited to: Provides subject matter expert knowledge of VHA Handbook 1400.05 and the Resident Disbursement Procedures SOP; serves as the facility Educational Activity Records champion on training, national Office of Academic Affiliations (OAA) calls, and surveys. Uses Educational Activity Records record data and analysis to recommend redistribution of resources, forecast Health Professions Trainee position allocation (FTE) needs. Manages the special purpose academic fund and reimbursement processes with the affiliate; synthesizes data, trends, opportunities, etc. Validates complex calculations for accuracy of reimbursement of trainee activity with analysis of relevant documentation; evaluate and determine the scope and intensity of verification methods for each program to minimize risk to organization while maintaining efficiency. Completes and reviews the monthly Educational Activity Records consolidation and calculations to ensure accurate educational activity reimbursement. Manages evidence documentation to complete Office of Academic Affiliation's and the Office of Integrity and Compliance annual reporting method for verification of the site's compliance Advises Health Professions Trainee management and Office of Academic Affiliation's informed decision-making processes with the research, collection, compilation, analysis, presentation, and management. Maintains awareness of new policy related to budget, personnel, and procurement. Collects, consolidates, and provides analysis of data to prepare justifications for FTE, funding, and budget planning purposes; evaluates trends and provides recommendations for further analysis for future planning. Conducts special projects related to performance/process improvement. Assesses Veterans Equitable Resource Allocation Education Support Supplement (VESS) funds. Administers and oversees Health Professions Trainee contracts. Identifies gaps in policy compliance through review and assessment and comparison of current standards and policy guidance and makes continued recommendations. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Physical Requirements: The work is sedentary, although some slight physical effort may be required. This work is performed in an office setting although some slight physical effort may be required to conduct training events, give presentations, or to observe staff and trainees in their work environment, including inpatient clinical areas. The position will utilize a desk and computer and may need to navigate throughout the facility clinical areas. Stamina and concentration to meet crucial deadlines is required. Notifications: This is a NAGE Bargaining Unit Position. This position is covered by locality-based comparability pay. Current and former Federal employees must submit copies of their most recent SF-50, (Notice of Personnel Action). The SF-50 must identify the position title, series, grade, step, tenure and type of service (Competitive or Excepted). In some cases, more than one SF-50 may be required to show a higher grade previously held. This position is in the Competitive Service. Interchange Agreements with Other Merit System: Employees who occupy medical or medical-related positions and were appointed under 38 U.S.C. 4701(1) or (3) [formerly 38 U.S.C. 4104 (1) and (3)] must be serving in a full-time position without time limit and have served continuously for at least one year in this other merit system to be eligible to convert to the Title 5 System. Some exceptions to this rule may apply if you have previously acquired tenure under a Title 5 appointment.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/10/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Individual Occupational Requirements: Undergraduate and Graduate Education: Major study - hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. You may qualify based on your experience and/or education as described below: Grade Requirement: GS-11 Specialized Experience: you must have at least one (1) year of specialized experience and education directly related to this position. To be creditable, this experience and education must have been equivalent to at least the next lower grade level (GS-9) in the Federal Service that is directly related to the position. Specialized experience includes: progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: (a) Missions, organizations, programs, and requirements of health care delivery systems; (b) Regulations and standards of various regulatory and credentialing groups; (c) Governmentwide, agency, and facility systems and requirements in various administrative areas such as budget, personnel and procurement. The experience required at this level is performed under general supervision, very difficult and responsible work along special technical or administrative lines in office, business, or fiscal administration requiring specialized training and considerable administrative experience which demonstrated capacity for sound independent work. OR, Education: A PhD or equivalent doctoral degree or three (3) full years of progressively higher level graduate education leading to a PhD. This education must demonstrate the knowledge, skills, and abilities necessary to do the work. Examples: hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. A copy of your transcript(s) is required. OR, Combination: Equivalent combinations of education and specialized experience (as described above) to meet the requirements. This may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the GS-11 grade level; then determining the applicant's education as a percentage of the education required for the GS-11 grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for the GS-11 grade level. (When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used. Unofficial transcripts are required.) GS-12 Specialized Experience - To qualify for specialized experience, you must have at least one (1) year of specialized experience and education directly related to this position. To be creditable, this experience and education must have been equivalent to at least the next lower grade level (GS-11) in the Federal Service that is directly related to the position. Specialized experience includes: progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: (a) Missions, organizations, programs, and requirements of health care delivery systems; (b) Regulations and standards of various regulatory and credentialing groups; (c) Governmentwide, agency, and facility systems and requirements in various administrative areas such as budget, personnel and procurement. The experience required at this level is performed under general administrative supervision, with wide latitude for the exercise of independent judgment, work of a very high order of difficulty and responsibility along special technical or administrative lines in office, business, or fiscal administration requiring extended specialized administrative training and experience which has demonstrated important attainments and marked capacity for sound independent actions or decisions and the intimate grasp of a specialized and complex subject matter involved, and responsible for the following: Serves as the disbursement coordinator and is responsible for communicating, establishing processes and ensuring compliance with directive and related SOPs. Verifies valid affiliation agreements, rate and stipend schedules, processing transactions through VA financial systems, and reconciliation of educational activity records (EARs) with OAA fiscal, individual clinical services and the affiliate. Utilizes knowledge and experience in health care delivery systems to oversee and manage disbursement procedures and processes. Utilizes detailed knowledge of clinical academic policies and procedures [VHA 1400 series] and health care delivery systems to gather, assess, compile, synthesize and present information and advice.
