This position is located in the Associate Director's Office at the VA Bedford Healthcare System. This position is full-time at 40 hours per week.

Duties

The Health System Specialist serves as the VA Bedford Healthcare System Space Planner for all projects within the operating plan, working directly as an advisor to the responsible team, and providing consultative services. Assists in the planning, development, implementation, coordination and evaluation of milestones for each plan. Responsible for obtaining and maintaining the OCAMES and VISN corporate commitment to the management plan. Manages and coordinates the development and execution of capital project space and phasing constraints while working with the Project Managers and Engineering staff to finalize scope, budget and schedule and maintaining the Capital Asset Inventory (CAI) and SCIP for designated programs/projects. Participates in station programming decisions through committee participation and direct discussions with the Strategic Planner affecting long and short-range courses of action for assigned projects. Major duties and responsibilities include but are not limited to: Serves as space planner for all projects within the operating plan, working directly as an advisor to the responsible team, and providing consultative services. Assists in the planning, development, implementation, coordination and evaluation of milestones for each plan. Coordinates the development and execution of capital project space and phasing constraints while working with the Project Managers and Engineering staff. Participates in station programming decisions affecting long and short-range courses of action for assigned projects. Develops and maintains a set of master site phasing diagrams of all capital portfolio projects for each site. Provides detailed analysis of project phasing and move schedules from project inception through the design phases to construction groundbreaking through completion and activation. Performs risk assessment, plan sequencing, timeline duration and resource requirements needed to successfully track through construction to activation and transition planning. Provides data and analysis of space needs as they relate to gaps in clinical, operational and facility programs. Performs or directs surveys and investigations to establish baseline data necessary to initiate design. Develops executive level reports and presentations. Reports project efficiencies, lags, and areas of improvement. Provides guidance, development and coordination for the planning, design, and oversight of assigned projects/programs. Some exceptions to this rule may apply if you have previously acquired tenure under a Title 5 appointment. This position is a NAGE Bargaining Unit position. This position is covered by locality-based comparability pay. Current and former Federal employees must submit copies of their most recent SF-50, (Notice of Personnel Action). The SF-50 must identify the position title, series, grade, step, tenure and type of service (Competitive or Excepted). In some cases, more than one SF-50 may be required to show a higher grade previously held.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/21/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: (a) Missions, organizations, programs, and requirements of health care delivery systems; (b) Regulations and standards of various regulatory and credentialing groups; (c) Governmentwide, agency, and facility systems and requirements in various administrative areas such as budget, personnel and procurement; and knowledge of program development, delivery methodologies and techniques in order to manage, identify, evaluate, recommend and implement program strategies; comprehensive knowledge and expertise is required in the specific programmatic areas of responsibility such as: construction needs assessments; planning and design; space allocations/functionality; project phasing; impact processes; critical path methodology for project tracking; space, design and equipment criteria; and operational practices and evaluative techniques, and ability to make oral and written reports and presentations; prepare and present graphical statistics; and present recommendations and conclusions based on analysis and evaluation in such form and manner as are most useful to management officials. Preferred Experience: 3 Years of project management experience. Experience with space planning or management. Expertise in planning and design space allocation/functionality; project phasing; space; design and equipment criteria. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Work is typically performed in an adequately lighted and climate-controlled office; however, duties may require limited travel and access to construction sites, other VA facilities, and outlying clinics. The work area is adequately lighted, heated, and ventilated. The work environment involves everyday risks and discomforts that require normal safety precautions. The responsibilities of the position require occasional travel and may subject the employee to various resultant environmental changes.
