Duties
You will be the key operations analyst in the program Assessment and Evaluation (PA/E) division of the P/R organization whose primary responsibility is to advise and assist DC P/R and Marine Corps leadership.
You will be responsible for analysis and evaluation of Marine Corps and Marine Corps - related Navy programs.
You will design, conduct, and monitor studies, analyses, and evaluations of all phases of expeditionary warfare covering land and sea operations.
You will evaluate the implications of strategic objectives and requirements in selected critical scenarios, evaluating plans and concepts for operations; developing measures of effectiveness and tradeoffs; and other techniques.
You will communicate Secretary of Defense program decisions to the Services and the Joint Chiefs of Staff, and in preparation of SECNAV and CMC testimony to Congress on Navy and Marine Corps programs and budget requests.
You will be responsible for the factual accuracy, thoroughness of the analyses, appropriateness of the analytic design, and the clarity and validity of interpretations and recommendations.
You will be responsible for training up to two civilian or military analysts in the operations research or defense systems fields.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Providing operations analysis, cost analysis, and strategic resource assessments of Service manpower, training, facilities and/or operating force programs and commands/activities issues to provide timely advice and insights to senior leaders. The well-qualified candidate will have these experiences with individual Marine Corps and Marine Corps-related Navy programs.

Education
Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess:
Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.
