You will serve as a INTERDISCIPLINARY SUPERVISORY GENERAL ENGINEER/ARCHITECT, Project Management Branch Head in the PLANNING, DESIGN AND CONSTRUCTION DIRECTORATE of NAVAL FACILITIES ENG SYSTEMS COMMAND PAC. This is an Interdisciplinary position which may be filled by any of the following series: General Engineer (0801), Architect (0808).

Duties

You will assess progress of program efforts to modify work plans as necessary for execution of design and construction projects. You will mentor employees in the area of project management ensuring performance, cost, and schedule metrics are met. You will direct large-scale construction projects with many and different types of contractual work being performed simultaneously. You will manage negotiations of major contract modifications to ensure that it is in accordance with Federal Acquisition Regulations and its Department of Defense supplement. You will assign architect-engineer work to junior employees based on priorities, difficulty of assignments, and the capabilities of employees. You will discuss technical construction contract administration aspects with architects or engineers participating in design conferences. You will write technical reports documenting project and program assignments and activities (e.g., program evaluation results, research findings, progress reports, timeline, resource) requirements for projects.

  • Must be able to obtain and maintain a Secret security clearance while employed in the subject position. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Selectee will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.

  • The incumbent may be required to work occasional overtime.

Qualifications

In addition to the Basic Requirements for this position, Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Identifying and verifying project authority levels and sources, contract requirements, contract documents, proposal and bidding procedures, types and use of contracts used in shore facilities design, construction, environmental compliance, planning and real estate.; 2) Resolving highly complex budgeting, planning, and project issues related to design and construction for military construction (MILCON) projects, demolition, maintenance, space utilization and facilities development.; 3) Directing, coordinating, and overseeing the work of non-supervisory personnel while regularly evaluating workload and critical project priorities and deadlines, and scheduling and assigning manpower to accomplish all tasks assigned by higher authority.; 4) Preparing and presenting high-visibility reports, briefs, updates, and/or correspondence on project status including recommendations for unique solutions to highly complicated issues with project scope, facilities management, funding, etc. (NOTE: Your answer must be supported by information in your resume.) WORK ENVIRONMENT: Work is performed primarily in an office setting. Travel to CONUS and OCONUS activities for assigned projects is required. There are occasional site visits, and exposures to conditions in buildings and facilities that are under construction. Travel under demanding conditions in support of military operations is also occasionally required. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
