You will serve as a Supervisory Construction Analyst for the Small Business Administration (SBA), Office of Disaster Recovery and Resilience, (ODR&R), Field Operations Center East - FOCE in Atlanta, Georgia. This position provides service to the Operations Manager in the planning, directing, managing, coordinating and evaluating the damage assessment/loss verification functions within the Continental United States (CONUS) and outside the Continental United States and its territories (OCONUS).
Duties
As a/an Supervisory Construction Analyst at the GS-0828-13, some of your typical work assignments may include:
Coordinates and supervises disaster survey teams in coordination with Federal Emergency Management Agency (FEMA), state and local officials or alone to perform Preliminary Damage Assessments (PDAs), CONUS or OCONUS
Compiles information gathered by survey team members into one cohesive report that includes disaster victims, insurance companies, and other related sources concerning the extent of physical.
Determines Field Operations Center equipment needs and supplies for disasters and field operation.
Establishes cost guidelines to be used in surveying the damages in each disaster area by assembling data collected from contractors and suppliers in the area.

Qualifications
To be minimally qualified for the position, you must meet the Basic Requirements (Individual Occupational Requirements (IOR).
Education:
Undergraduate and Graduate Education: Major study -architecture, engineering, building construction, or other fields related to the position.
or
Specialized Experience:
Experience in the preparation or review of plans, specifications, or estimates of materials and costs for the construction, extension, alteration, or repair of buildings. Applicants should have knowledge of the residential construction field, and experience in the development of plans and specifications, and in negotiation work. This experience may have been obtained working as a contractor or as a draftsperson in an architectural engineering firm. However, any drafting experience must have provided an opportunity to acquire technical knowledge.
Appropriate experience includes working with diverse construction materials (brick, lumber, reinforced concrete, steel) and types of structures (housing, single-family dwellings and multi-family apartment units, and industrial and commercial structures). Applicants should be familiar with matters such as planning a subdivision, laying out traffic flow in a multi-family apartment structure, or working out specification problems in plans.
In addition to meeting the basic requirement above, you must also meet the specialized experience requirements listed below.
Experience:
To receive credit, you must indicate the month and year as well as the average hours worked per week for each employer. Average work hours must be stated on the resume to quantify each period of work experience or that experience will not be credited toward meeting the specialized experience requirement.
You must address the specific specialized experience required for the grade level of this position on your resume or application or you will be rated "Ineligible" for that grade level.
GS-13: To qualify you must have at least 1 full year (52 weeks) of specialized experience equivalent in difficulty and complexity to the GS-12 level in the Federal service that has equipped you with the particular knowledge, skill, and ability to perform successfully in this position. This experience may have been gained in a Non-Federal service position.
Specialized Experience must demonstrate the following:
Experience in the preparation or review of plans, specifications, or estimates of materials and costs for the construction, extension, alteration, or repair of buildings; and,
Working with diverse construction materials (brick, lumber, reinforced concrete, steel) and types of structures (single-family and multi-family dwellings, industrial and commercial structures) and,
knowledge of the residential construction field, and experience in the development of plans and specifications, and in negotiating work; and,
Demonstrated experience obtained working as a contractor and/or as a technical knowledge as draftsperson in an architectural engineering firm; and,
Determining if damage assessments are completed, accurate, and in accordance with established procedure; and,
Possess computer skills sufficient to utilize email, word processing, spreadsheets, internet, and to navigate within a complex database; and
Supervising or leading projects or a staff/ team of employees

You will receive credit for all qualifying experience, including volunteer experience. If qualifying based on related unpaid (e.g. volunteer service) experience, you must provide hours worked per week and beginning/ending dates (mm/yyyy to mm/yyyy).
Federal status applicants must meet both Time-In-Grade AND experience requirements by the closing date of this announcement. However, if you have separated from the Federal Government for at least 52 weeks, you are not subject to the Time-in-Grade requirement.
Time-In-Grade Requirement:
GS-13: Must have held grade GS-12 for 52 Weeks
