You will serve as a Supervisory Construction Analyst for the Small Business Administration (SBA), Office of Disaster Recovery and Resilience (ODR&R), Field Operations Center East - FOCE in Atlanta, Georgia. This position provides service to the Operations Manager in the planning, directing, managing, coordinating and evaluating the damage assessment/loss verification functions within the Continental United States (CONUS) and outside the Continental United States and its territories (OCONUS).

Duties

As a Supervisory Construction Analyst at the GS-0828-13, some of your typical work assignments may include: Coordinates and supervises disaster survey teams in coordination with FEMA, state and local officials or alone to perform Preliminary Damage Assessments (PDAs), CONUS or OCONUS or in the independent nations of the Federated States of Micronesia or the Republic of the Marshall Islands. Compiles information gathered by survey team members into one cohesive report that includes disaster victims, insurance companies, and other related sources concerning the extent of physical. Determines the FOC's supplies, and equipment needs for each disaster and field operation. Establishes cost guidelines to be used in surveying the damages in each disaster area by assembling data collected from contractors and suppliers in the area. IMPORTANT NOTES: This is a Permanent Position, which is a competitive service status position with a full-time work schedule. A valid driver's license may be required. While travelling to a disaster site, you may encounter hazardous working and/or living conditions, such as no water or electricity and/or minimal lodging facilities. Additional selections may be made from this announcement if identical vacancies occur within 180 days from the closing date. This position is not included in a bargaining unit.

  • You may be required to complete a one-year probationary period.
  • You must meet time-in-grade requirements by the closing date, if applicable.
  • A one-year supervisory/managerial probationary period may be required.
  • You may be required to complete a one-year probationary period for non-supervisors if you fail to complete the one-year supervisory/managerial probationary period.
  • This position is not included in a bargaining unit.

Qualifications

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. If qualifying based on related unpaid (e.g. volunteer service) experience, you must provide hours worked per week and beginning/ending dates (mm/yyyy to mm/yyyy). Federal status applicants must meet both Time-In-Grade AND experience requirements by the closing date of this announcement. However, if you have separated from the Federal Government for at least 52 weeks, you are not subject to the Time-in-Grade requirement. Time-In-Grade Requirement: GS-13 Must have held grade GS-12 for 52 weeks. You must qualify based on experience. Experience: To receive credit, you must indicate the month and year as well as the average hours worked per week for each employer. Average work hours must be stated on the resume to quantify each period of work experience or that experience will not be credited toward meeting the specialized experience requirement. You must address the specific specialized experience required for the grade level of this position on your resume or application or you will be rated "Ineligible" for that grade level. GS-13: To qualify you must have at least 1 full year (52 weeks) of specialized experience equivalent in difficulty and complexity to the GS-12 level in the Federal service that has equipped you with the particular knowledge, skill, and ability to perform successfully in this position. This experience may have been gained in a Non-Federal service position. In addition, this Specialized Experience must demonstrate the following: Supervising or leading projects or a staff/ team of employees; and. Analyzing and making recommendations or decisions concerning loss verifier production and/or staffing requirements; and Identifying training needs, making training recommendations, and/or providing needed training; and Determining if damage assessments are completed, accurate, and in accordance with established procedures.
