Duties

WHAT YOU'LL BE DOING DAY TO DAY As a Senior Congressional Appropriation Specialist, you will use your knowledge of and experience with the Assistant Secretary for Financial Resources to optimize business results and customer experience by: Building on working relationships with congressional appropriations staff to communicate the substance of ASFR work and programs. Cultivating opportunities for ASFR to communicate its message more broadly to the Appropriators in terms of its mission, programs, initiatives and comprehensive body of evaluations and analysis of the Department's programs and management. Serving as the ASFR's liaison to the OS and other organizational entities on congressional budget and appropriations legislative matters. Representing the ASFR, or coordinates and directs the representation of the ASFR, at Departmental meetings on legislative matters, including those with professional staff of the OS, the Assistant Secretary for Legislation, the Assistant Secretary for Planning and Evaluation, and other Departmental offices. Managing the participation of ASFR witnesses at congressional hearings before the budget or appropriations committees. Coordinating, accompanying, and advising ASFR managers and technical experts who participate in pre-briefing discussions with appropriations committee and subcommittee staff directors and appropriations congressional staff. Directing ASFR's preparation for appearances by the ASFR, DASB, and other ASFR senior officials as witnesses, including writing, or coordinating the writing of testimony, identifying, analyzing, and presenting background materials. Briefing, or directing the content of briefings, of ASFR's senior officials about the context and policy ramifications of the hearings. Exchanging information with other witnesses and Departmental officials with regard to impending hearings before the budget or appropriations committees, as appropriate. Directing ASFR's provision of technical assistance to Congressional Appropriators and their staff. Manage and oversee ASFR's involvement in appropriations or budget legislative activities for assigned programs from inception through all stages of the legislative process, including coordinating technical support by ASFR to the Congress related to the development of budget or appropriations legislative proposals, reviewing draft bills, providing information for budget or appropriations congressional hearings, and preparing for budget and appropriations committee mark-ups, floor action and conference committee action. Representing the ASFR, or coordinates the representation of the ASFR, at meetings with Appropriations Members of Congress, chairs of budget and appropriations committees and subcommittees, Appropriations staff directors and professional staff to help and insight into ASFR activities on subjects of importance to the Congress.

Qualifications

WHAT WE ARE LOOKING FOR Minimum Qualifications: You must have at least one year specialized experience, equivalent to the GS-13 grade level in the Federal service performing at least two (2) of the following: 1.) Managing an appropriations and/or legislative portfolio that has diverse and/or complex issues and objectives. 2.) Analyzing legislation and understanding its short and long term impacts. 3.) Coordinating resolution of appropriations and/or budget related inquiries and requests from congressional budget and/or appropriations committee staff in support of an agency's operations. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
