As the Technical Capabilities Lead in the Program Planning Control Office, you will serve as the lead for all space flight system cost estimating at the Glenn Research Center. You will lead the office in providing cost estimates, earned value management (EVM) analyses, schedule risk analyses and joint confidence level (JCL) analyses to inform decision makers responsible for NASA flight projects and test facilities.
Duties
Serve as the lead for all space flight system cost estimating at the Glenn Research Center.
Lead or participate in project cost estimating, earned value management, and schedule analysis for the portfolio of programs and projects at the Center.
Convert technical descriptions into budget and management terms as well as evaluates proposals and/or assesses overall resources requirements with respect to scope of work.
Serve as technical representative on committees/panels/working groups and on comprehensive project and/or program reviews.
Advise on broad operations research projects/programs with national impact.
Brief managers or senior leaders on the programmatic status of projects and programs.
Consult on research and development, application of software systems, hardware, or equipment related to theoretical/applied mathematics, computer science and various engineering disciplines.
Implement Center level policies, processes, procedures, training and model tool development or deployment for cost estimating and related disciplines.

Qualifications
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
GS-14: To qualify at the GS-14 level, you must have one year of directly related specialized experience equivalent to the GS-13 level:
Leading teams developing cost estimates, schedule risk analyses, and/or joint confidence level (JCL) analyses of projects and programs with significant impact;
Using a variety of cost estimating tools and processes to develop estimates for projects and programs;
Conducting programmatic assessments of programs/projects to evaluate sufficiency of available budget and schedule.

Education
You must have successfully completed a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major in
operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.
Courses acceptable for qualifying for operations research positions may have been taken in departments other than Operations Research, e.g., Engineering (usually Industrial Engineering), Science, Economics, Mathematics, Statistics, or Management Science.
U.S. degrees must have been awarded from colleges or universities that are accredited by recognized accrediting organizations. For a list of schools that meet this criteria, go to
