As head of the Program Planning and Control Office at GRC, you will lead a team of operations research analysts and schedulers providing critical data products to help NASA projects successfully achieve their goals. The office provides cost estimates, earned value management (EVM) analyses, schedule risk analyses and joint confidence level (JCL) analyses, as well as schedule management to inform decision makers responsible for NASA flight projects and test facilities.
Duties
Perform a full range of supervisory duties which includes assigning and evaluating work; recommending personnel actions; taking disciplinary actions; and identifying training needs and developing employees.

Manages an office responsible for project cost estimating, earned value management, and schedule analysis and management while providing administrative and technical supervision necessary for accomplishing the work of the unit.
Advises on broad operations research projects/programs with national impact.
Consults with all levels of management and headquarters personnel, other federal agencies, and foreign and commercial organizations.
Consults on research and development, application of software systems, hardware, or equipment related to theoretical/applied mathematics, computer science and various engineering disciplines.
Establishes and maintains liaison with project managers, working closely with their representatives to ensure requirements, definition and adequate funding are met.
Implements Center level policies, processes, procedures, training and model tool development or deployment for cost estimating and related disciplines.
Maintains liaison with other NASA Centers/NASA Headquarters/NASA contractors/other government agencies and industry to stay abreast of the state-of-the-art in cost estimating/analysis.
Serves as technical representative on committees/panels/working groups and on comprehensive project and/or program reviews.
Requirements
- Current Federal employees must meet qualifications, time in grade, and 90 days after competitive appointment requirements by the closing date of the announcement.

Qualifications
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
To qualify for GS-15, you must have one year of directly related specialized experience equivalent to the GS-14 level
Leading teams developing cost estimates and/or joint confidence level (JCL) analyses of projects and programs with significant national impact;
Using a broad range of cost estimating tools and processes to develop robust estimates for projects and programs; and
Conducting programmatic assessments of programs/projects to evaluate sufficiency of available budget and schedule.

Education
You must have successfully completed a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.
Courses acceptable for qualifying for operations research positions may have been taken in departments other than Operations Research, e.g., Engineering (usually Industrial Engineering), Science, Economics, Mathematics, Statistics, or Management Science.
U.S. degrees must have been awarded from colleges or universities that are accredited by recognized accrediting organizations. For a list of schools that meet this criteria, go to
