These positions are located in Yosemite National Park, in the Strategic Planning and Project Management Division. There are 3 vacancies to be filled: 1 vacancy at GS-9 with no promotion potential. 1 vacancy at GS-11 with no promotion potential. 1 vacancy at GS-12 with no promotion potential.

Duties

There are 3 positions to be filled, 1 at each grade level and there is no promotion potential. Duties for the GS-9 position include but are not limited to: Assist in the parks' environmental compliance and cleanup functions. Assist in the preparation, internal review, and the public involvement and review process for environmental compliance documents and report findings to supervisor with recommendations. Review and monitor less complex situations for compliance with Federal, state and local laws, regulations and policies. Collect environmental data, draft environmental reports, and evaluate proposals to provide recommendations to the supervisor. Evaluate National Park Service project work for potential environmental effects and ensures compliance with applicable policies and regulations. Ensure documents are technically adequate and conform to NEPA, wilderness regulations and NPS regulations, policies and guidelines. Coordinate with government and non-government entities regarding environmental issues, especially compliance with NEPA. Assist in developing public involvement strategy, public hearings, and workshops. Participate in investigations in determining the relevancy, nature, and scope of information required to identify, evaluate, and recommend alternative management strategies and attendant impacts. Duties for the GS-11 position include but are not limited to: Serve as a senior environmental coordinator. Oversee preparation, internal review, and the public involvement and review process for environmental compliance documents. Manage aspects of the compliance processes and environmental documentation for the Park. Prepare environmental documents for projects that can potentially affect park resources and values. Provide consultation in response to requests from superintendent and division chiefs on environmental compliance procedures and for assistance in document preparation. Collect environmental data, prepare environmental reports, evaluate proposals, and prepare environmental compliance documentation such as environmental assessments or environmental impact statements on proposed operations. Evaluate National Park Service project work for potential environmental effects and ensures compliance with applicable policies and regulations. Ensure documents are technically adequate and conform to policies and guidelines. Analyze problems in the field of compliance and recommend solutions. Prepare and manage contracts for compliance-related work, and develop contract specifications, including scope of work and government cost estimates for projects. Regularly participate in planning projects providing expertise on compliance issues and assisting in researching, data gathering and writing a variety of environmental compliance documents. Determine the relevancy, nature, and scope of information required to identify, evaluate, and recommend alternative management strategies and attendant impacts. Duties for the GS-12 position include but are not limited to: Serve as the park's principal environmental coordinator performing analytical and operational work in support of the Environmental Protection Program. Perform difficult and complex assignments involving diverse aspects of environmental protection functions. Support the Environmental Protection Program by performing a variety of functions related to Rulemaking and Regulation, Compliance and Enforcement, Environmental Considerations and Documentation and/or Program Administration and Oversight. Formulate and communicate recommendations to park management officials on the use, management and development of park resources. Organize and manage the planning, environmental review and public involvement process. Collect, analyze and display data from field observation, literature review and consultant sources. Present recommendations to park management, the public, Federal, state and local officials, and/or private organizations. Analyze public comments and recommend appropriate response, including interactive work sessions on controversial issues. Review, analyze, and initiate updates to local policies and regulations to ensure currency with regulatory environmental requirements. Serve as point of contact for investigation, enforcement, and correction of concerns regarding environmental protection through coordination with appropriate activities. Serve as an advisor to all park staff to ensure proactive compliance with established environmental policies, regulations, and law. Determine compliance pathways for a wide variety of planning efforts and projects. Develop and implement integrated programs including developing budgets, assessing existing conditions, planning for future needs, developing alternative strategies to reduce costs, increasing efficiencies and reducing environmental impacts, and allocating resources for implementation.

Qualifications

All qualifications must be met by the closing date of this announcement-01/08/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. To qualify for this position at the GS-09 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: (1) using database systems, GIS, and other electronic media to enter, revise, track and store environmental data and statistics; (2) applying knowledge of National Environmental Protection Act (NEPA), National Historic Preservation Act (NHPA), Endangered Species Act (ESA), and other environmental laws to provide support in conducting compliance assessments; and (3) providing routine technical assistance to more experienced environmental protection specialists in conducting environmental reviews analysis. You must include hours per week worked. -OR- EDUCATION: Successful completion of at least a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree (LL.B. or J.D.) that is directly related. You must include transcripts. -OR- Successful completion of a combination of education and experience as described above. To combine education and experience, first take the number of semester hours (or equivalent) earned towards a graduate degree, in excess of 18 semester hours, and divide by 18 semester hours (or equivalent). Then take the number of months of full time experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. You must include transcripts. To qualify for this position at the GS-11 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: (1) assist with developing and implementing management documents to ensure compliance with federal, state, tribal, and county orders, ordinances, statutes, laws and regulations, directives and policies involving National Environmental Protection Act (NEPA) and underlying laws including Endangered Species Act (ESA) 7, National Historic Preservation Act (NHPA) 106 and 110, Wilderness Act, Clean Air Act (CAA) and Clean Water Act (CWA); (2) establishing and maintaining effective working relationships with project managers and interdisciplinary team members in minimizing environmental impacts; and (3) coordinating or consulting with various Federal resource and regulatory agencies and non-government entities regarding environmental issues. You must include hours per week worked. -OR- EDUCATION: Successful completion of at least a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree (LL.M) that is directly related. You must include transcripts. -OR- Successful completion of a combination of education and experience as described above. To combine education and experience, first take the amount of completed qualifying doctoral level education and convert it to a percentage of the total educational requirement. NOTE: Only the graduate education in excess of 36 semester hours or 54 quarter hours or the equivalent may be creditable when combining. Then take the number of months of full time experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. You must include transcripts. To qualify for this position at the GS-12 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: (1) planning and providing professional guidance for environmental compliance and program support related to natural, cultural, recreational resources, land use, land protection issues, public enjoyment or education; (2) leading, coordinating and evaluating the National Environmental Protection Act (NEPA) and National Historic Preservation Act (NHPA) components of projects; (3) analyzing problems in the field of compliance and recommends solutions; and (4) acting as project manager or team leader for preparation of environmental documents for projects that can potentially affect nationally significant resources. You must include hours per week worked. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
