This position is located at Yosemite National Park California, in the Pacific West Region.
Career-Seasonal appointments are permanent positions and include the same benefits as Career appointments, but do not provide work on a year-round basis. You will work approximately 11.5 months in a pay status, and you will be in a non-pay status from approximately December 18th through January 1st.
Duties
Major duties may include, but are not limited to, the following:
Oversees preparation, internal review, and the public involvement and review process for all environmental compliance documents.
Ensures projects comply with the National Historic Preservation Act, Endangered Species Act, and other environmental laws and policies that factor into the NEPA analysis.
Drafts thorough consultation documentation for other agencies (e.g., State Historic Preservation Officer, Fish and Wildlife Service, Army Corps) describing proposed actions and their impacts.
Advises and leads the National Environmental Policy Act (NEPA) environmental compliance process for complex and/or controversial projects or plans, writing quality documentation that meets all environmental laws, policies, and guidance.
Guides an interdisciplinary team of subject matter specialists in the analysis and minimization of potential environmental impacts of proposed actions.
Leads the compilation and maintenance of a well-organized, legally defensible decision file.
Prepares and manages contracts for compliance-related work, and develops contract specifications, including scope of work and government cost estimates for projects.
Coordinate, prepare, and assist in the writing of environmental documentation for planning, construction and other projects as assigned.
Organize and manage the planning, environmental review, and public involvement process for assigned projects as an interdisciplinary team leader and member.
Analyze, organize, display data, and recommend alternative solutions in a clearly rationalized in logical format.
Determine compliance pathways for a wide variety of planning efforts including categorical exclusions (CE), environmental assessments (EA), and environmental impacts statements (EIS).
Ensure that all environmental quality matters are fully considered; local, state, and Federal regulatory requirements are identified and adhered to; and that a compliance program is developed and implemented.
Duties will be developmental in nature when filled below the full performance level.
Qualifications
All qualifications must be met by the closing date of this announcement-10/12/2023-unless otherwise stated in this vacancy announcement.
Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.
To qualify for this position at the GS-09 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). Examples of qualifying specialized experience may include, but is not limited to, analysis of environmental, natural and/or cultural conditions; assisting in developing specified portions of categorical exclusions or environmental assessments in accordance with the National Environmental Policy Act (NEPA); applying laws, regulations and guidelines pertaining to protecting natural and cultural resources; assisting in drafting, editing, revising, and issuing environmental compliance documents; communicating resource information to groups or individuals in a clear, concise, and professional manner; establishing and maintaining effective working relations with project managers and an interdisciplinary team to meet environmental program goals and objectives. EDUCATION: Successful completion of at least a Masters or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree OR LL.B or J.D., if related. PLEASE NOTE: If qualifying based on education you must submit a copy of your transcripts with your application.

Successful completion of a combination of education and experience as described above. To combine education and experience, divide your total months of experience by 12. Then divide your semester hours of completed graduate education beyond the first year by 18 (or 27 for quarter hours). Add the two percentages. The total percentage must equal at least 100 percent to qualify. PLEASE NOTE: If qualifying based on a combination of experience and education you must include hours worked per week in your resume and submit a copy of your transcripts with your application.
To qualify for this position at the GS-11 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). Examples of qualifying specialized experience may include, but is not limited to, developing or implementing management documents and construction projects, to ensure compliance with federal, state, tribal, and county orders, ordinances, statutes, laws and regulations, directives and policies involving National Environmental Protection Act (NEPA) and underlying laws including Endangered Species Act (ESA) 7, National Historic Preservation Act (NHPA) 106 and 110, Wilderness Act, NPS Organic Act, Clean Air Act (CAA) and Clean Water Act (CWA); applying and managing a variety of Federal regulations, policies, guidelines, and procedures related to environmental compliance; establishing and maintaining effective working relationships with project managers and interdisciplinary team members in minimizing environmental impacts; coordinating or consulting with various Federal resource and regulatory agencies and non-government entities regarding environmental issues. EDUCATION: Successful completion of at least a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree OR LL.M., if related. Creditable education may include degrees such as public policy, natural resources, cultural resources, planning, etc. PLEASE NOTE: If qualifying based on education you must submit a copy of your transcripts with your application.
