The primary purpose of this position is to direct, develop, implement and manage personnel as an assistant in the Customer Support Element at 78 FSS/Military Personnel Section (MPS). Serving approximately 26,000 personnel to include active duty, Department of Defense civilians, contractors, retirees, and family members.

Duties

Serves as primary source of information for individuals, commanders, on and off base regarding Customer Service ID card Section. Advises supervisor on the practical and technical aspects of the office administration to include personnel administration, data processing, files, management and performs staff support work in each of these areas. Supports and participates in quality initiatives. Participates in quality self-assessments. Represents the Customer Support Element with a variety of installation and functional area organizations. Perform duties as Site Security Manager (SSM). Uses a variety of office automation hardware, software, and peripherals in the performance of military personnel functions and maintains files, etc.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Position. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-04, or equivalent in other pay systems. Examples of specialized experience includes knowledge of and skill in applying, a standardized body of military personnel rules, regulations, procedures; ability to analyze, interpret and resolve complex procedural and substantive problems; knowledge of the organization and its functions and programs to answer inquiries of a general nature or to refer them to the responsible staff member; knowledge of military personnel programs and actions, including ID card issue procedures, dependency determinations, marriage/divorce, join-spouse assignment actions, changes for name/SSN/birth/ethic/race/religious denomination, and in­ processing actions. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: Successfully completed four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university. NOTE: You must submit a copy of official transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-04 level is required to meet the time-in-grade requirements for the GS-05 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the regulations, policies, practices, procedures covering a variety of military personnel programs. Knowledge of military personnel data system to ensure accuracy and timeliness in processing personnel actions and to create automated products and reports. Skills in written and oral communications to disseminate guidance, memorandums, bulletins, reports, and statistical summaries on personnel issues and programs, conduct training and briefings and present issues and recommendations. Ability to research, interpret, and apply regulations and provide guidance to commanders, supervisors, managers, etc. Knowledge of military personnel principles, concepts, legal requirements, and methodology to gather facts, responds to questions, ensure regulatory compliance, and provide advisory services. Ability to use personal computer and related software applications in support of office functions. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
