The primary purpose of this position is to provide assistance in support of the Civilian Personnel Division and to perform a variety of technical, staffing, classification and administrative work for the AFRC ART Classification Branch, the recruitment and placement programs and for processing all Requests for Personnel Actions (RPAs) for this headquarters.
Duties
Perform technical and administrative work in support of the functional program responsibilities of the Air Reserve Technician (ART) Officer Placement and Career Management section.
Provides a variety of administrative and technical support, assisting the division chief/deputy division chief in the overall management and/or accomplishment of all general administrative support functions and technical assistance actions required for the support of the division's functions.
Provides program information and support regarding standard processing procedures and requirements related to classification, recruitment and placement, and ART Officer Placement and Career Management as well personnel action processing.
Assists higher graded specialist by providing a variety of recruitment and placement support duties.
Assist higher graded specialist in job analysis process by developing and/or validating promotion evaluation patters/templates that reflect knowledges, skills and abilities and ranking criteria for ART officer positions.
Accomplishes and participates in special projects and assignments related to the classification, staffing and employee relations programs.
Uses multiple office automation software with varied functions to produce a wide range of documents, formats, etc. Serves as the division Web Page Manager, responsible for ensuring the accuracy and availability of documents and data for Air Force wide users.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-06, or equivalent in other pay systems. Examples of specialized experience includes:knowledge of recruitment and placement rules, procedures, or operations to perform a wide variety of interrelated and/or nonstandard duties such as reviewing job requirements and determining and utilizing recruitment sources to produce qualified candidates; coordinate placement priorities for filling positions; participating with specialists in applying specified factors to rank order applicants on registers; and identify training needs and probationary requirements.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of and ability to apply a comprehensive body of human resources rules, procedures, and technical methods concerning staffing, classification and recruitment and placement sufficient to carry out limited technical projects, provide staffing and classification support and accomplish closely supervised recruitment/placement work. Knowledge of techniques for applying qualification standards.
2. Knowledge of and ability to interpret locally established program objectives, priorities, practices and procedures to coordinate, and resolve staffing and classification support problems for HR specialist.
3. Ability to understand and provide standard program and procedural guidance, advice and references to customers.
4. Knowledge of word processing automation software functions to support office operations and produce a variety of textual, such as letters, reports, memos and form letters.
5. Skill in typing; a qualified typist is required.
6. Ability to communicate, both orally and in writing and maintain effective working relationships.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
