This position serves as Procurement Technician for the Pharmacy Service and supports patient care activities at the Northern Arizona VA Healthcare Services. The position requires an active National Pharmacy Technician Certification Board (PTCB) certification or National Healthcareer Association ExCPT certification in addition to a Government Purchase Card and National Acquisition Center (NAC) issued Ordering Officer Delegation (OOD) for Pharmaceuticals Medical Supplies.

Duties

The duties of the Pharmacy Technician (Procurement Tech) include but are not limited to the following: Initiation of orders for pharmaceutical and supply items through the Pharmacy Prime Vendor (PPV) or other mandatory sources; assuring adherence to federal purchase contracts and compliance with federal regulations regarding open market purchases, assuring inventory control through perpetual evaluation and analysis, funds control, assuring compliance with storage requirements for pharmaceutical items, and serving as a liaison with company representatives and Pharmacy Administrative staff. INVENTORY AND BUDGET MANAGEMENT ANALYSIS: Has operational responsibility for perpetual inventories of drug products and pharmaceutical supplies and their procurement. Maintains accountability of daily purchases and coordinates receipt, assures consistent delivery schedules are employed and handled in a manner beneficial to the Pharmacy Service Line. Keeps current on contracts, product availability, and prices to identify appropriate sources and ensures most cost-effective products are purchased through the Federal Supply Schedule (FSS). Required to successfully perform the duties of a purchase cardholder in accordance with VHA Handbook 1730.1 including the timely reconciliation of purchase card transactions, completes required training, complying with acquisition regulations, ensuring that goods/services have been received and keeping required documentation. Determines, establishes, and modifies, appropriate ordering intervals, inventory levels, most efficient/effective ordering quantities, sources of supply, etc., based on current financial conditions in pharmacy, seasonal variations in drug usage, changing patterns ofmedical practice, delivery time requirements, urgency of medical need, alternative sources of availability, etc. Maintains contact with vendors to get status of orders and expedite delivery. Functions as resource to all members of the pharmacy staff regarding product availability, inventory status and contracts. AUTOMATION MANAGEMENT, PROGRAM ANALYSIS AND SUPPORT: Maintains comprehensive knowledge of the operation and care of specialized pharmaceutical equipment including but not limited to McKesson Automation, Kit Check, Omnicell and ScriptPro. Provides Pharmacy management analysis of medication and supply usage data trends and knowledge of medications to make recommendations for adding or substituting various medications and supplies. Uses automated systems to manage and assist in ordering controlled substances for pharmacy. Maintains the integrity of all automation databases and systems. Maintains an effective and economical inventory of pharmaceutical supplies and medications. Maintain and support various administrative programs within the pharmacy service to ensure compliance of local, state and federal policy. RECALL/RETURN ANALYSIS: Process outdated, unusable, and excess inventory for return to respective manufacturers for credit. Reviews FDA Reports, Recall Alerts and Notifications to determine if any medications or pharmacy-stocked supplies are in use that require removal. Assists in the drug recall and removal process by informing appropriate personnel, contacting patients, checking for applicable lots and removal from working stock if applicable, sequestering recalled product as required, and returning drugs for replacement and/or credit per specifications of each recall announcement. Understands the different classes of recalls and the established timeframes in which products need to be inspected and/or removed from working stock and takes appropriate action to meet these timeframes. Performs all other duties as assigned. Work Schedule: Monday through Friday; 0800AM to 0430PM. Qualifications

BASIC REQUIREMENTS: Citizenship. Citizen of the United States. (Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.) Education or Experience. A high school diploma or equivalent; or at least 3 months experience. Certification. To be eligible for the GS-0661-07 Pharmacy Technician, applicants must pass a national certification exam and hold an active national certification through either: Pharmacy Technician Certification Board (PTCB) as a Certified Pharmacy Technician (CPhT) ~ OR ~ National Healthcareer Association (NHA), Certified Pharmacy Technician (ExCPT) English Language Proficiency. Pharmacy technicians appointed to direct patient care positions must be proficient in spoken and written English in accordance with chapter 2, section D, paragraph 5a. Grade Determinations: In addition to the basic requirements above, applicants must possess the following grade requirements. GS-7 Pharmacy Technician: Applicants must have one year of experience equivalent to the next lower grade level, GS-06, and must fully meet the KSAs at the next lower level. GS-06 Knowledge, Skills and Abilities (KSAs): Knowledge of Federal and state laws related to pharmacy practice. Knowledge of preparation, storage and distribution of medication products including those requiring special handling and documentation. Ability to use pharmacy information systems or operate pharmacy dispensing equipment. Knowledge of basic inventory procedures. Ability to communicate with patients and staff and direct questions to appropriate personnel. In addition to the experience above, the candidate must demonstrate all of the following KSAs: Knowledge of pharmacy technician principles, practices, concepts and theories providing for sound independent work. Knowledge of the computerized prescription process and input of prescriptions and medication orders or electronic equivalent. Ability to resolve pharmacy/medication issues with other members of the healthcare team, Veterans and external customers. Ability to train developmental pharmacy technicians and students. Ability to dispense medication or sterile products following all regulations, policies and procedures to ensure safe medication distribution. Ability to troubleshoot automated dispensing equipment (ADE) or technology platforms/databases. Assignment: For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity and range of variety and be performed by the incumbent at least 25% of the time. Pharmacy technicians at this level are nationally certified and can work autonomously using independent judgement to perform a full range of duties. These pharmacy technicians mentor and train lower graded pharmacy technicians in the practice setting. They assist advanced/ specialized pharmacy technicians and participate in performance improvement initiatives. At this level, pharmacy technicians use independent judgement to perform the full range of duties in the pharmacy. They also function as staff pharmacy technicians in various locations of the pharmacy, including pharmacy contact centers and other non-traditional pharmacy locations, with minimal oversight. Preferred Experience/Qualifications: Experience with purchasing, McKesson, credit card and inventory management. Physical Requirements: The work requires regular and recurring physical exertion, involving standing/sitting for prolonged periods of time, lifting/carrying of pharmaceutical supplies weighing up to 50 lbs., and bending/stooping. The work may entail repetitive wrist movement while using various size syringes, vial cap removal, and typing.
