THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a FIREFIGHTER (TITLE 5), Position Description Number T6315000 and is part of the IL 182 AW, National Guard.

Duties

As a FIREFIGHTER (TITLE 5), GS-0081-6, you will serve as a firefighter assigned to drive and operate firefighting vehicles of significant complexity and lead the regularly assigned crew of less than three firefighters engaged in structural and airfield firefighting and crash/rescue operations and assist in the reduction and/or elimination of potential fire hazards. Major Duties - This is NOT an all-inclusive list: Drive and operate firefighting vehicles, such as pumpers, aerial ladder trucks, and Airport Rescue Fire Fighting (ARFF) vehicles. Perform and lead assigned crew in the rescue of personnel and a variety of first aid measures to alleviate further injury and prepare the victim(s) for transport to a medical facility. Perform and direct assigned crew in the performance of crash/rescue and firefighting duties at airfields handling large or complex aircraft (e.g., fighters, bombers, cargo, passenger). Direct water through turrets and handlines to cool weapons and ammunitions during rescue. Perform and lead assigned crew in structural firefighting duties for a variety of facilities which may include research and/or large industrial complexes. Control and extinguish fires by operating hoses, ladders, and hydrants. Drive to the scene of the fire following a predetermined route or selecting an alternate when necessary and positions vehicle considering factors, such as wind direction, sources of water, hazards from falling structures, location of armament of aircraft, etc. Lead a crew in the operation of pumps, foam generators, extended waterways, ground sweep nozzles, and other similar equipment. Perform prefire planning by physically going through structures to become familiar with the layout, fire hazards, and location of fixed fire protection systems. Perform standby duty during aircraft refueling and defueling, engine maintenance and testing, welding and burning on fueled and/or armed aircraft, ammunition handling, or other special circumstances. Operate or deactivate specialized mechanisms and systems, such as hatch or canopy release mechanisms, ejection seat mechanisms, or oxygen supply systems. Maintain firefighting equipment and fire station facilities.

Requirements

  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Employee must participate in a mandatory physical fitness testing program.
  • Employee must meet medical standards IAW OPM GS-0081 Series and DoD Manual 6055.5.
  • Employee is required to use all safety equipment and clothing provided by management.
  • The employee is required to work a 72-hour week on a 24 hour on/24 hour off basis which includes weekends and holidays. May be subject to recall.
  • This is a Testing Designated Position (TDP). The employee is subject to random drug testing. Pre-employment drug testing and participation in random drug testing is a condition of employment.
  • This position requires the employee to work under adverse environmental conditions and falls under the respiratory protection program and hearing conservation program.
  • The work requires the employee to drive a motor vehicle. An appropriate, valid driver’s license is required.
  • Position requires the ability to discern colors, contrast, and depth.
  • May be required to work the Fire Alarm and Communications Center (FACC).
  • May be required to participate on Hazardous Materials Teams (HAZMAT).
  • May be required to perform duties associated with the operation of aircraft arresting barrier equipment.
  • Employee is required to be certified by the DoD Firefighter Certification System as Airport Firefighter, Hazmat Operations, Driver Operator- Aircraft Rescue and Firefighting (ARFF), Driver Operator- Pumper, Driver Operator- Mobile Water Supply (MWS).
  • This position is designated as Essential Personnel and may be subject to duty in preparation for or in response to, a state emergency or disaster declaration.
  • Essential Personnel designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.
  • The maximum entry age for this position is 37 years old.
  • This position is subject to provisions of the DoD Priority Placement Program.
  • Participation in direct deposit is mandatory.

Qualifications

GENERAL EXPERIENCE: Must possess work experience or military service that demonstrated the ability to follow directions and to read, understand, and retain a variety of instructions, regulations, and procedures and that otherwise demonstrates the ability to perform the duties of the position as a firefighter. SPECIALIZED EXPERIENCE: Must possess one year specialized experience equivalent to the next lower grade. (1) controlling or extinguishing fires as a member of an organized military, industrial, volunteer, or governmental fire department or brigade; (2) rescue operations; (3) detection, reduction, or elimination of potential fire hazards; (4) operation of fire communications equipment; (5) controlling hazardous materials incidents and/or (6) developing, implementing, or providing training in fire protection and prevention. Must possess experience as a firefighter engaged in airfield and structural firefighting. Department of Defense (DoD), in accordance with 5 USC 3307, has determined an individual must be appointed to their first/original appointment into a DoD position that has been identified and approved as a primary firefighter no later than the last day of the month in which they become 37. Preference eligible veterans over the age of 37, may apply regardless of the age restriction. If selected, a waiver of the age restriction will be requested by the hiring official for approval by the Department of Army. An individual who is past the maximum entry age (37) who previously served in an approved primary position may be reinstated to a covered primary position provided they meet the applicable qualification requirements AND will be able to complete a total of 20 years of covered service as a firefighter by the last day of the month in which they become 57.The Department of Army may approve an exception to the maximum entry age (37) for the original entry of a non-veteran-preference-eligible applicant into a primary covered firefighter position. Exceptions shall be extremely rare and based only on a compelling hardship to the mission. Should an exception be granted, the employee shall be separated on the last day of the month in which he/she completes 20 years of special retirement provisions covered service. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. If you are found qualified without all DoD certifications, you will be brought on-board as an Indefinite appointment. Upon certification as a DoD Firefighter, you may be non-competitively converted to permanent tenure.
