This position is a Program Support Specialist, GS- 0301-7/9 working for the U.S. Fish and Wildlife Service for the R9-Division of NWR System - Budget. Duties

As a Program Support Specialist your duties will include but are not limited to the following: Initiate and track a variety of personnel actions (recruitments, reassignments, promotions, and awards) in the Federal Personnel and Payroll System (FPPS). Log, track, and distribute controlled correspondence and other documents using either the Service's Data Tracking System (DTS), routing slips, or both. Provide administrative guidance and direction to HQ-NWRS staff, particularly in the areas of procurement, property management, policy adherence, travel, training, time and attendance, and records management. Prepare or oversee the preparation of human resources, fiscal, and/or other necessary documents and reports required by the office. Provide training and travel guidance to office staff and Management to ensure accuracy; funds availability; and progress of document approvals. Serve as a timekeeper for employees within the HQ-NWRS office or assigned Division. Frequently utilize a variety of systems and databases to analyze data, edit, create, retrieve and update information. Work closely with the HQ-NWRS budget staff to determine the fiscal implications of upcoming or pending actions. Review requisitions for major purchases to be approved by the Division Chief and Contracting Officer. Review travel vouchers and SF-1164's (Claims for Reimbursement for Expenditures on Official Business) for accuracy, completeness, and adherence to Federal and Service travel regulations and procedures. Manage, maintain, and control accounts for accountable and non-accountable property in accordance with FWS and DOI regulations and procedures. Partner with management, employees, and customers to serve and advance the mission of the Service and the HQ- NWRS program by ensuring consistent and reliable administrative and support services. Promotion Potential: This position involves a multi-grade career ladder. The major duties listed represent the full performance level of GS-9. At lower grade levels, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-9..

Qualifications

Only experience and education obtained by 01/08/2024 will be considered. In order to qualify for this position you must possess the Minimum Qualification. Minimum Qualification GS-07: Have 1 year of specialized experience equivalent to at least the GS-05 grade level. This experience has equipped me with the knowledge, skills, and abilities to successfully perform the duties of the position and is in or related to the work of the position to be filled. Specialized Experience includes: performing a wide variety of administrative and program functions which may include providing services related to immediate administrative functions of limited scope, or obtaining information about work procedures and processes; provides general information and assistance to office staff and management, particularly in the areas of procurement, property management, policy adherence, travel, training, time and attendance, and records management; serves as a timekeeper for an organization; and assists with space assignments, equipment, phones, and check-in and exit clearance processes for assigned employees. OR Have at least 1 year of progressively higher-level graduate education or superior academic achievement. OR A combination of education and experience as described in 1 and 2 above which together equals 100% of the requirement. Minimum Qualification GS-09: Have 1 year of specialized experience equivalent to at least the GS-07 grade level. This experience has equipped me with the knowledge, skills, and abilities to successfully perform the duties of the position and is in or related to the work of the position to be filled. Specialized Experience includes: providing administrative guidance and completing assignments in procurement, property management, policy adherence, travel, training, time and attendance, fleet, and records management; manages space assignments and equipment for the check-in and exit clearance process for assigned employees; provides information to accurately execute the budget and assist with tracking for presentation and providing other financial reports; and utilizes analytical techniques to conduct review of current administrative operations, analyze workload, workflow, and productivity data. OR Have a master's degree or equivalent graduate degree, or 2 full years of progressively higher-level graduate education leading to such a degree. OR A combination of education and experience as described in 1 and 2 above which together equals 100% of the requirement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time In Grade Requirement: Applicants must meet both eligibility and qualification requirements for the position of interest by the closing date of the JOA. Specifically, i. Education

PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name. If any required coursework is not easily recognizable on transcripts, or if you believe a portion of a particular course can be credited toward meeting an educational requirement, you must also provide a memorandum on letterhead from the institution's registrar, dean, or other appropriate official stating the percentage of the course that should be considered to meet the requirement and the equivalent number of units. Unofficial transcripts are acceptable; however, if you are selected for the position, you will be required to produce the original official transcripts.

PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
