This position is a International Program Specialist, GS- 0301-12/13 working in Falls Church, Virginia for the R9-Division of International Conservation. Duties

As an International Program Specialist, you will serve as a liaison and subject matter expert on many complex ecological, economic, and political problems involved in formulating and guiding conservation projects with foreign governments, other U.S. agencies, national and international organizations, and individuals. Your duties will include, but are not limited to the following: Providing coordination and technical input across Divisions within International Affairs on issues related to the conservation of species of concern across Africa, Eurasia, or the Western Hemisphere. Providing direct support and technical guidance to foreign governments, foreign institutions, multilateral organizations, and local partners to develop their capacity for wildlife conservation. Managing the implementation of one or more technical international conservation programs, such as working dogs in Asia, to include developing strategic program goals; communicating these goals through the development of program planning documentation; and designating funds allocation for financial assistance awards or technical assistance projects based on annual Congressional appropriations, interagency agreements, and Division-level budgets. Delivering oral presentations at national and international meetings or before other governmental and professional organizations related to the conservation and management of wild fauna and flora. Establishing and maintaining professional and collaborative relationships with counterparts at relevant foreign government agencies, partners, and stakeholders in the field, such as non-governmental organizations, universities, and other relevant experts to enhance the role of International Affairs in executing the agency's collective conservation mission. Assisting with development of policy and program guidelines relating to USFWS's international activities in accordance with statutory and treaty authorities of FWS, international policy of the Department, and foreign policy of the U.S. Government.

Qualifications

Only experience and education obtained by 01/25/2024 will be considered. In order to qualify for this position you must possess the Minimum Qualification. Minimum Qualification [GS-12] To qualify for the GS-12, you must have one (1) full year of specialized experience equivalent to at least the GS-11 grade level in the Federal service. Specialized experience must include: experience working in wildlife conservation domestically or internationally; experience in international relations, such as familiarity with international conservation treaties and agreements, foreign governments or political systems, policy analysis, relationship building with international partners, or diplomacy; strong verbal and written communication skills, including ability to deliver presentations and write documents tailored to target audiences; and experience in project management, such as planning and organizing resources to achieve a specific goal, overseeing project components, and project monitoring and evaluation. Minimum Qualification [GS-13] To qualify for the GS-13, you must have one (1) full year of specialized experience equivalent to at least the GS-12 grade level in the Federal service. Specialized experience must include: substantial experience working in international wildlife conservation, such as in Asia; significant experience working in international relations, including implementation of international conservation treaties and agreements, policy analysis and development, building bilateral, multilateral, and stakeholder partnerships, knowledge of foreign governments or political systems, skill with negotiations and diplomacy; knowledge of and/or experience with working dogs (K9 units) and/or veterinary medicine or science; outstanding verbal and written communication skills, including ability to represent the agency overseas and communicate complex topics; and substantial project management experience, such as leading a project through its entire life cycle, overseeing or coordinating with a multidisciplinary team to achieve project goals, and project monitoring and evaluation. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
