About the Position: Serve as a Public Affairs Specialist within a District of the Great Lakes and Ohio River Division (LRD) by assisting the Public Affairs Officer (PAO) in the overall program management, direction, coordination, and planning of the office work programs and work activities.

Duties

Independently plans and executes National/International USACE programs and projects affecting the nationally vital economics and international waterways through the development of tactical communication plans to meet the target audiences. Assist the PAO with the coordinating, implementation, and analyses of stakeholder/public understanding of the District's mission through the routine analysis of media articles and social listening. Assist in providing feedback, advice, and assistance to Project Delivery Teams (PDT) and with coordination between the District public affairs office, subject matter experts and Division office on media requests and policy issues. Review and/or recommend proposed changes in long-range strategic communication planning. Prepare situation analysis, defines objectives, builds effective relationships, defines audiences, and identifies key messages. Plan, write, and coordinate preparation of informational communication materials and presentations. Prepare articles, speeches, maps, charts, slides, and photographs/videos in support of the District Communication Program. Analyze subject matter and audience; writes text designed to serve the needs of both originator and audience. Develop material through interviews, research of material on file, and contacts with other USACE District within the region, private industry, environmental and water resource groups. Use the latest technologies such as the Internet, web-page soft ware, design soft ware, and presentation soft ware to create and publish cutting-edge presentations. Develop creative communication solutions and aligns communication strategies and tactics to leadership's intent.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires a valid State motor vehicle operator's license that must be maintained for the duration of employment.
  • This position requires Temporary Duty Travel (TDY) 25% of the duty time.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11) Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job GS-12, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
