About the Position: You will perform as a Pubic Affairs Specialist conducting the public affairs program with responsibility for planning and implementing public and internal information programs and community relations activities and analyzing the results. Managing the Public Affairs program for the Nashville District.

Duties

Render technical analysis, evaluation, and advice and serves as an expert on communications. Apply an expert knowledge of communications-related concepts, principles, methods, practices, and related regulations and standards. Monitor, analyze, review and report on effectiveness of messaging and social media campaigns. Provide public information on the Web and Social Media, ensuring that information is releasable within the guidelines of Department of Defense’s regulations and maintains operational security. Coordinate overall elements of social media posts, including graphics and videos, to ensure consistency of messaging and effectiveness of communications from a variety of sources. Establish performance objectives and conducts performance reviews of subordinates. Identify developmental and training needs of employees; provides and/or arrange for needed development and training.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • May be selected at any grade level with non-competitive promotion potential to target grade. Non-competitive promotion potential to the target grade based on time-in-grade requirements and demonstrated ability to perform the higher graded duties.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify at the GS-12 grade level, you must have: Specialized Experience: One year of specialized experience which includes establishing and maintaining an effective working relation with local and national media representative and community groups; developing and coordinating an advertising and public affairs program, and evaluating the effectiveness of the plans and programs developed to communicate with targeted audiences; overseeing the quality and consistency of both internal and external communication, this includes writing of speeches, publications, press releases, brochures, and the information online. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. To qualify at the GS-13 grade level, you must have: Specialized Experience: One year of specialized experience which includes developing best practices for regional public information for the Web site and other multi-medium productions; developing and posting materials to the internet from a public relations standpoint; using the Internet and Social Media platforms while determining appropriateness and informational value of content and products for the Webpages and Social Media sites; interviewing a variety of people and gathering information from many different sources; establishing and maintaining effective working relationships with groups interested in or affected by agency programs or policies; participating in public speaking engagements, meetings, public relations events, answering inquiries from the media, public, and providing effective media response/engagement for an organization. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12) Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Communications and MediaMultimedia TechnologiesPlanning and EvaluatingPublic Affairs Policies and Procedures Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
