The position is located in the Facility Management Department of the Facility Support Directorate located in the Captain James A. Lovell Federal Health Care Center (FHCC) in North Chicago Illinois.
Duties

Major Duties:
Review and/or prepares construction documents and detailed cost estimates for competitively bid construction projects and maintenance repair work.
Provides consultants access to exiting as built drawings, field measurements, VA construction standards, and VA construction specifications relevant to the project scope.
Reviews design drawings and specifications submittals for technical soundness and errors-and-omissions.
Work with General Contractor to resolve problems that arise due to design errors or differing site conditions.
Prepare construction progress reports and certify payment requests for contract construction projects.
Review shop drawings from contractors for compliance.
Submit project applications and make project tracking report (PTR) updates into the database.
Evaluates AE design and construction projects for capitalization of project costs.
Serves as the Contracting Officer's Representative (COR) on related contracts and task orders.
Aids in establishing specific facility standards for the development of applications using CADD programs.
Maintains all facility master floor plans by utilizing AutoCAD drafting and editing techniques.
Maintains the Facility Space Survey and building service equipment computer databases.
Manages the Facility Building Service Equipment Inventory.
Prepares plans, specifications, and estimates for various projects, which include multi-disciplinary architectural, fire and safety, mechanical, plumbing, electrical, telecommunication, analog and digital electronics, and hazardous material abatement design.
Ensures construction work areas and practices are managed in accordance with the safety standards.
Performs other related duties as assigned.

Qualifications
SPECIALIZED EXPERIENCE: Possess one (1) year of specialized experience that equipped you with the particular knowledge, skills and abilities to perform successfully the duties of this position, and that is typically in or related to the work of this position. To be creditable, this experience must have been equivalent to at least the GS-10 grade level in the Federal Service. Examples of qualifying specialized experience include technical work in: drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems. Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. Examples are trade positions with substantial developmental, test, or design responsibilities such as: Planner and estimator who analyzed designs for production purposes; Instrument maker or model maker who performed design or development work on devices fabricated. OR
SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Possess a successfully completed three (3) full years of graduate education or an internship meets the specialized experience required in those instances where it is directly related to the work of the position. This education must have been obtained in an accredited college or university. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one (1) year of full-time study. If that number cannot be obtained from the school, 18 semester hours will be considered an academic year of graduate study. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. (TRANSCRIPT REQUIRED) OR
COMBINATION OF EXPERIENCE AND EDUCATION: Possess an equivalent combination of specialized experience and graduate education as (described above) to meet the total requirements for the GS-11 grade level. NOTE: If education is used to meet specialized experience requirements, then such education must include courses directly related to the work of the position. (TRANSCRIPTS REQUIRED)

IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The majority of the work is performed indoors in a well-lighted, temperature and sound controlled office setting. However, incumbent may be exposed to the hazards of weather, dirt, dust etc., associated with construction settings while making "on-site" inspections of assigned projects. Incumbent must be physically able to climb, crawl, walk, stoop, sit and stand in order to perform assigned duties. Incumbent is also expected to comply with all safety codes and other practices described in the Engineering and Medical Center Safety Manuals.
