The position is located in the Facility Management Department of the Facility Support Directorate located in the Captain James A. Lovell Federal Health Care Center (FHCC) in North Chicago, IL. The FHCC provides medical care and dental services to U.S. Military Veterans, Recruits, Active Duty and eligible beneficiaries. The incumbent applies technical knowledge involving various established engineering methods, procedures, techniques, and practices for moderate to severely complex projects.
Duties
The position is located in the Facility Management Department of the Facility Support Directorate located in the Captain James A. Lovell Federal Health Care Center (FHCC) in North Chicago Illinois. The James A. Lovell Federal Health Care Center is larger than Just a single facility, but rather a system of facilities throughout Northeastern Illinois which provide medical care and dental services to U.S. Military Veterans, Recruits, Active Duty and eligible beneficiaries.
This position serves as an Engineering Technician with duties which will include:
Reviews the needs of the medical center and makes recommendations as to the scope of the work.
Will be required to completely plan, develop and supervise complex projects involving highly sophisticated medical equipment installation requiring methods and procedures not usually found in written procedures
With little or no supervision, will be required to develop and draw preliminary sketches, plot plans utility plans, maps, architectural plans, electrical schematics, electrical circuit plans, plumbing schematics, plumbing plans (piping layout), heating, ventilation, and air conditioning system layouts, with an optimal level of drafting techniques and use of the CAD system.
Serves as the Contracting Officer's Representative on all contracted projects.
Continually review and be familiar with all major and minor alterations, improvements, betterments, construction projects, and equipment.
Supervises FHCC construction projects, contracts, bids, construction site inspections, reports, payments, coordination and preparation of construction projects to protect the Government's interests in the execution of the contract work.
Prepares construction reports for management, contract progress reports as required, and other related construction projects reports.
Assists lower graded employees within Engineering Service by providing technical expertise, as required.- Incumbent will assume duties and responsibilities of General Engineer during his absence.
Responsible for the issuance and collection of keys to each individual based on an approved key issue request from supervisors, managers or owners of the space or office in question.
Meets the needs of all customers while supporting FCC personnel in the pursuit of maintaining the missions that have been established for the integrated health care services.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 11 position you must have served 52 weeks at the GS 10. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. You may qualify based on your experience and/or education as described below:
Specialized Experience GS-11: At least one (1) full year of specialized experience equivalent to at least the next lower grade (GS-10) that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled? Specialized Experience for this position includes, but is not limited to: extensive knowledge of construction standards, methods, practices and techniques, materials, and equipment to determine compliance with regulations and standards; knowledge of general industrial and/or construction processes, methods, practices, techniques, materials, equipment to determine compliance with environmental regulations and standards; knowledge environmental principles (EPA), practices, procedures, laws, regulations and current legislative issues; knowledge of cost and economic analyses principles, techniques, and practices; reviewing designs to ensure they fit field conditions and comply with contract requirements (drawings and specifications) and plan and execute complex, multi-faceted projects; knowledge of VA acquisition and life cycle management policies, procedures, and practices; planning, present, and execute budgets; analyzing budget impacts on programs; and forecasting long-term funding requirements. Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. Examples are trade positions with substantial developmental, test, or design responsibilities such as:* Planner and estimator who analyzed designs for production purposes.* Instrument maker or model maker who performed design or development work on devices fabricated.

Substitution of Education for Experience: Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, obtained in an accredited college or university, or LL.M., if related? Ph.D. or equivalent doctoral degree must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one (1) year of full-time study If that number cannot be obtained from the school, 18 semester hours will be considered an academic year of graduate study. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. (Transcripts Required).

Physical Requirements: The majority of the work is performed indoors in a well-lighted, temperature and sound controlled office setting. However may be exposed to the hazards of weather, dirt, dust, associated with construction settings while making "on-site" inspections of assigned projects, physically able to climb, crawl, walk, stoop, sit and stand in order to perform assigned duties.
