The primary purpose of this position is: To liaise with interagency staff to integrate, deconflict, and/or solicit support for Secretary of Defense-approved sensitive policies and initiatives.
Duties
Coordinates and de-conflicts Secretary of Defense (SECDEF)-approved sensitive policies and/or strategic initiatives with interagency and intra-Departmental staff elements.
Represents the Division/Department and with a variety of installation and functional area organizations.
Provides management consultation to improve effectiveness and efficiency of oversight processes.

- Employee must be willing to travel; must be willing to travel by military or commercial air; and employee must maintain a current passport.
- Majority of work is performed in an office setting; however, the position may require official travel (~10% of time), both within CONUS and overseas.
- A bachelor’s degree or higher in Military or Political Science, International Affairs or National Security and Strategic Studies is desirable but not required.
- This is a drug testing-designated position. The employee is subject to random drug testing.
- The employee may be required to submit to a counterintelligence scope polygraph.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Series 343.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes mastery knowledge of the principles, practices, methods and techniques of analyzing sensitive OSD-wide activities and initiatives; mastery knowledge in the application of a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems; knowledge of analytical techniques and evaluation criteria to measure/improve oversight processes and productivity; knowledge in gathering, assembling, and analyzing facts, drawing conclusions, recommending solutions, and presenting these in briefings, papers, or reports suitable for use and decision-making by senior DoD officials; knowledge of the relationship of the various military entities involved in planning and implementing sensitive military initiatives to allow effective evaluation of proposed activities and provide recommendations to senior DoD officials.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge in gathering, assembling, and analyzing facts, drawing conclusions, recommending solutions, and presenting these in briefings, papers, or reports suitable for use and decision-making by senior DoD officials.
Knowledge of the relationship of the various military entities involved in planning and implementing sensitive military initiatives to allow effective evaluation of proposed activities and provide recommendations to senior DoD officials.
Mastery knowledge in the application of a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems. Knowledge of analytical techniques and evaluation criteria to measure/improve oversight processes and productivity.
Skill in working effectively under the pressure of short time suspenses and firm deadlines.
Skill in participating in multi-disciplinary working groups and planning and contributing to the conduct of comprehensive reviews and analyses of DoD-wide initiatives from diverse organizations. Skill in coordinating with and building relationships with Principal/GO/FO/SES-level executives and their staffs.
Ability to communicate effectively both orally and in writing, negotiate complex issues, and maintain good working relations; Ability to exercise judgment in all phases of analysis, ranging from identifying the most important issues when dealing with voluminous amounts of information to ensure thorough exploration of operational issues, to evaluating evidence and developing feasible options or alternative proposals and anticipating operational consequences.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
