Duties
This Program Manager position is located in the Office of Requirements and Capabilities Analysis (ORCA), Transportation Security Administration (TSA), Department of Homeland Security (DHS). This position reports directly to the Branch Manager in Innovation Task Force Division within the Capability Management and Innovation Directorate.
Duties include but are not limited to:
Serves as the focal point within the Office of Requirements and Capabilities Analysis (ORCA) to organize, plan, schedule, implement, control, analyze, and report on all assigned project elements and to identify the resources and authority necessary to ensure efficient and timely project execution. Represent Transportation Security Administration as a point of contact on innovation demonstration projects, programs and other work activities.
Manage multiple projects related to innovative, emerging capability demonstrations and security technology equipment. Apply project management principles to monitor project status completion and risk mitigation strategies to address issues.
Ensures that requests for funding and allocation of funding and resources are appropriate to meet project outcomes.
Manages the continuous alignment of project scope with strategic business objectives and making recommendations to modify the project to enhance operational effectiveness.
Manage relationships between ITF and key stakeholders within the vast and diverse security ecosystem through the research and development (R&D) space, requirements and policy development, deployment of mission critical equipment, and users' engagement - such as Transportation Security Officers, airlines, airport authorities, terminal operators, and passengers. Collaborate with internal and external partners to identify best channel to source solutions and reach problem statement - solution fit to accelerate action.
Qualifications
To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience at the SV-H or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as:
Experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialize experience is defined as:
Handling multiple projects related to innovative, emerging capability demonstrations and security technology; and
Advising on transportation security policies, directives and regulations; and
Applying project management principles to monitor project status completion, also leveraging risk mitigation strategies to address issues.
To qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience at the SV-I or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as:
Managing multiple projects related to innovative, emerging capability demonstrations and security technology; and
Serving as point of contact for transportation security policies, directives and regulations; and
Applying project management principles to evaluate and monitor project status to completion.
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
