This position is part of the Office of Environmental Management - Carlsbad Field Office, Department of Energy. As a Contract Specialist, you will serve in a developmental capacity, processing requisitions and determining the appropriate method of procurement. Work with senior specialist developing procurement plans by reviewing previous history, market conditions, and specifications or technical data packages.

  • This position does not support 100% remote work. You will be required to report physically to the official reporting worksite as specified by the supervisor, but no less than 2 days per pay period.
  • You are required to submit a Financial Disclosure Statement, OGE-450, Executive Branch Personnel Confidential Financial Disclosure Report within 30 days of entering the position and annually (5CFR Part 2634, Subpart I USOGE, 6/08).

  • Hiring incentives may be authorized for a highly qualified candidate based on budget availability and in accordance with federal regulations.

  • Occasional travel may be required.
  • This position is not included in a Bargaining Agreement.

Qualifications

BASIC REQUIREMENT: A 4-year course of study leading to a bachelor's degree with a major in any field. OR At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Exception: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position. In addition to meeting the "Basic Requirements" listed above, you must also meet the "Specialized Experience Requirements" described below. SPECIALIZED EXPERIENCE REQUIREMENTS: For GS-9 A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-07 level. Specialized experience for this position is defined as meeting 02 of 03 of the following: Assisting with discrepancies such as funding and required waivers, certifications, justifications, approvals, and compliance have been obtained for purchase requests. AND Assisting with recommending contract type, method of solicitation, options determinations, milestones development, and sources to be solicited. OR Serving as the Purchase Card holder with responsibility for reconciling credit card statements. OR YOU MAY QUALIFY FOR THE GS-9 BASED ON EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, organization and management., or similarly related major that provided the knowledge, skills, or abilities to perform the work of this position or LL.B. or J.D., if related to the work of the position. OR YOU MAY QUALIFY FOR THE GS-9 BASED ON A COMBINATIN OF EDUCATION/EXPERIENCE: You may qualify on a combination of education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the educational requirement must equal at least 100 percent. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education. For GS-7: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-05 level. Specialized experience for this position is defined as meeting ALL of the following: Assisting in reconciling credit card statements. AND Interpreting and applying procurement regulations and technical material to assist in the preparation of post-award documents. AND Identifying applicable business practices to perform basic analyses of procurement actions. OR YOU MAY QUALIFY FOR THE GS-7 BASED ON EDUCATION: 1 full year of graduate level education in accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, organization and management., or similarly related major that provided the knowledge, skills, or abilities to perform the work of this position. OR YOU MAY QUALIFY FOR THE GS-7 BASED ON SUPERIOR ACADEMIC ACHIEVEMENT: Bachelor's degree with superior academic achievement is defined as:(1) Class standing -- You must be in the upper third of the graduating class in the college, university, or major subdivision based on completed courses, (2) Grade-point average (G.P.A.) -- You must have 3.0 or higher out of a possible 4.0 based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum OR 3.5 or higher out of a possible 4.0 based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum, or(3) Election to membership in a national scholastic honor society -- You are a member of one of the national scholastic honor societies recognized by the Association of College Honor Societies (https://www.achshonor.org/) OR YOU MAY QUALIFY FOR THE GS-7 BASED ON A COMBINATIN OF EDUCATION/EXPERIENCE: You may qualify on a combination of education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the educational requirement must equal at least 100 percent. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: Current Federal employees must meet time-in-grade requirements by the closing date of this announcement to receive consideration. CTAP/ICTAP candidates: To be considered "well qualified" you must (1) meet all of the requirements as described in this section; and 2) be rated "well-qualified", which is defined as having a score of 85 or better. You must meet all qualifications and eligibility requirements by the closing date of this announcement.
