This position is with the Department of Energy (DOE) Office of Environmental Management (EM) Consolidated Business Center (CBC). You will be serving as an EM Career Acquisition Program (ECAP) Contract Specialist for EMCBC & client sites' procurement of goods & services from contractors with the capability to successfully remediate & restore in a safe & compliant manner, sites and facilities which have been contaminated with highly hazardous radioactive & chemical constituents.

Duties

ECAP is a career ladder, formal developmental program that will offer you a permanent position upon successful completion of the program. Program participants are eligible for non-competitive annual promotions/salary increases up to the GS-12 grade (see General Schedule (opm.gov) for annual salary figures by location and grade). Promotions and salary increases are based upon successful performance and supervisory approval. This position is eligible for telework and/or EMCBC's remote work pilot program. The following are the duties of this position at the GS-12 grade level. As part of the ECAP developmental program, you will have the opportunity to learn to perform all these duties and will receive training to help you grow in this position. As a Contract Specialist, you will:

  • GS-12 only: This position requires the incumbent to submit a Financial Disclosure Statement, OGE-450, Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually (5CFR Part 2634, Subpart I USOGE, 6/08)
  • This position is eligible for telework and/or EMCBC's remote work pilot program.

Qualifications

BASIC REQUIREMENT (for GS-05 through GS-12): A. 4-year course of study leading to a bachelor's degree with a major in any field; OR B. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Applicants who meet the criteria for Superior Academic Achievement qualify for positions at the GS-7 level. Note - For positions at GS-7 through GS-12, applicants who are qualifying based on experience must possess at least one year of specialized experience at or equivalent to work at the next lower level, that provided the knowledge, skills, and abilities to perform successfully the work of the position, in addition to meeting the basic requirements in paragraph A or B, above. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position. In addition to meeting the "Basic Requirements", you must also meet the "Specialized Experience Requirements" described below. SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. Specialized experience for this position is defined as: GS-11: One year of experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position is defined as: Interpreting laws, regulations, policies, standards, or procedures for the procurement of supplies, services, and construction, including use of contract types such as fixed-price and cost reimbursement. Supporting evaluation of proposals received in response to solicitations for price reasonableness, compliance with terms/conditions, and adequacy of competition. Assisting with the preparation of solicitations that communicates the organization's requirements to industry partners. Assisting with the post-award contracting procedures to ensure compliance with the terms of the contract. OR: Three full academic years of progressively higher-level graduate education OR: Ph.D. or equivalent doctoral degree OR COMBINATION: You may qualify on a combination of education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the educational requirement must equal at least 100 percent. GS-12: One year of experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position is defined as: Interpreting laws, regulations, policies, standards, or procedures for the procurement of supplies, services, and construction, including use of fixed-price and cost-reimbursement contracts. Evaluating proposals received in response to solicitations for price reasonableness, compliance with terms and conditions, and adequacy of competition. Coordinating contract actions with appropriate program/project managers to ensure contract information and documentation is accurate. Executing post-award contracting procedures to ensure compliance with the terms of the contract. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: Current Federal employees must meet time-in-grade requirements by the closing date of this announcement to receive consideration. CTAP/ICTAP candidates: To be considered "well qualified" you must (1) meet all of the requirements as described in this section; and 2) be rated "well-qualified", which is defined as having a score of 85 or better. You must meet all qualifications and eligibility requirements by the closing date of this announcement.
