The Dayton Veterans Affairs Medical Center (VAMC) is recruiting for a Program Specialist position. The Program Specialist position will function within Primary Care. The primary purpose of the Program Specialist serve as the Automated Data Processing Application Coordinator for Primary Care Service.

Duties

The Program Specialist duties include, but are not limited to: Develop & maintain Vista applications and reports along with Fileman applications. Point of Contact (POC) for maintaining and training all software & hardware needs in Primary Care Service. Software includes; GUI, CPRS, Vista, VATAS, Cerner, Dragon, Microsoft Applications, etc. Also, hardware includes; printers, faxes, laptops, desktops, etc. Responsible for coordinating, planning, implementation, training, troubleshooting & problem solving for all staff under Primary Care umbrella to include; scheduling, medical records, view alerts, CAPRE (Comp & Pen), Cerner, etc. Primary Trainer for all providers (MDs, DOs, NPs, PAs) and nurses (RNs & LPNs) to include; CPRS/Cerner, ordering medications, writing progress notes, entering labs & x-rays, creating personal templates, monitoring view alerts, completing clinical reminders, etc. The incumbent serves as the 'expert' for all matters relating to Primary Care software and hardware. Training will consist of development and presentation of both formal lectures and on-the-job sessions to those employees who will be entering, changing and extracting data Responsible for all requests, placement and relocation of hardware (e.g. laptops, desktops, phones, monitors, electronic signature pads, Vocera, fax/copier/printer, etc.). Responsible for preparation and implementation of contingency plans for system failure specifically addressing manual system backup plans for short & long-term outages. Conducts research on proposed new hardware & software applications and makes recommendations for implementation or rejection. Analyzes physical and data security needs for all Primary Care lines. Assesses individual security needs to determine menu access. Assigns menus, security keys, and mail groups to Primary Care staff. Makes necessary changes as employees transfer to and from other services. Training and coordinating with other VISN facilities produces a high degree of technical expertise for the purpose of completing special projects. Incumbent is the backup reviewer for view alerts for critical labs and x-rays for clinicians. Develops new automated files for tracking and data retrieval. Retrieves routine reports as directed (e.g. view alerts, open encounters, unsigned notes, etc.). To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/08/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Assesses system knowledge deficits and develops proactive training and/or implementation plans. Providing management and/or program support work, such as program or office planning, evaluation of administrative programs or uses, training program administration, data collection and synthesis, correspondence control, liaison, special projects, or board /committee related work as directed. Identifies and determines training priorities. Conducts and administers training programs. Develops and improves training guidance and may conduct classroom or other group-setting instruction Implementing and administering the clinical software packages Determines user menu requirements, allowing access to users on a need-to-know basis.
