Duties
Serves as a Senior Procurement Analyst for the Special Programs Branch (BPCB) within Procurement Process Support.
Evaluates procurement processes and identifies areas for system or process improvement.
Reviews and implements internal controls covering the Procurement process and overall supply chain.
Monitors Special Program Initiatives (SPI) and testing efforts relative to incremental changes in the Procurement process.
Oversees key procurement programs for compliance, including training.
Identifies functional process issues and develops proposals for new or revised process structures to improve performance effectiveness.
Analyzes complex data regarding past, present, and projected procurement process activity.
Supports Procurement Process Owners and other senior-level management on all procurement related issues, by planning, monitoring, and reporting metrics, including conducting briefings.
Designs and leads complex studies of Procurement policies, procedures, programs, and processes including their functional and system implementation.
Recommends process improvements based on analyses and/or trends.
Prepares correspondence and briefing materials.

Qualifications
To qualify for a Procurement Analyst, your resume must support:
A. Basic Contracting Requirement: A.) A baccalaureate degree from an accredited educational institution authorized to grant baccalaureate degrees OR B.) a current civilian employee in DoD or member of the Armed Forces, who occupied an 1102 position, contracting officer position, or comparable military contracting position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000 are excluded from the requirements of "A" above.
B. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. In addition to meeting the Basic Education Requirement above, to qualify for the GS-13 grade level, specialized experience must be at the GS-12 grade level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including minimum qualifications, and any other regulatory requirements by the cut- off/closing date of the announcement. Creditable specialized experience includes:
Using contracting laws, regulations, and policies, including techniques of contracting operations, and detailed procedures of contracting/procurement requirements to analyze and evaluate application of policies, procedures, and techniques.
Understanding a wide range of work methods and processes, data management, operating procedures, and associated administrative operations impacting the procurement process.
Building process interrelationships, process performance critical data, and performance metrics, which pertain to the Procurement process.
Analyzing the effectiveness of the procurement process in meeting its performance targets and recommending process improvements.
Applying and adapting analytical techniques and evaluation criteria to investigate, analyze, and evaluate the effectiveness and efficiency of activities within the procurement process area.
Developing and implementing corrective actions for complex procurement process problems.

Substitution of education may not be used in lieu of specialized experience for this grade level.
