This position is located in the Public Affairs Office at the Columbus, OH VA Ambulatory Care Center. The Visual Information Specialist serves as the primary visual information coordinator for the main facility in Columbus and its Community Based Outpatient Clinics (CBOCs). The incumbent provides technical support by preparing visual communication materials utilizing a strong graphic design background to plan, coordinate and produce computer-generated electronic, graphic, video, photographic.
Duties
The duties of this position include, but are not limited to:
Developing and creating visual information products with PC / Mac platforms applying desktop publishing software program applications in the Adobe Creative Cloud, with expertise in InDesign and Illustrator and a working knowledge of Photoshop, Premiere Pro, Spark and Acrobat.
Developing and creating electronic presentations using PC/Mac platforms and MS Office PowerPoint software.
Operating multiple devices to create visual information products including Mac and PC hardware platforms, still photo and video capable digital cameras, large scale printers, and lamination machines, and other devices as needed.
Producing quality visual information products including, fact sheets, brochures, pamphlets, newsletters, reports, presentations, and other products through expertise and knowledge in the use of graphic design illustration, style, and formatting software programs.
Producing quality short video products for use in informational campaigns and for posting on internal facility monitors, social media, public webpage and other media. Must possess knowledge of video editing software to inserting photos, graphics and perform other post-production functions.
Managing and staging of limited productions - video and photo shoots - including basic knowledge of sound, lighting, set design, and use of teleprompter application.
Creating, updating and maintaining facility library of all finished video products, video b-roll and still photographs.
Operating and maintaining large-scale printers, including ordering and purchasing of supplies and materials for selected in-house printing services.
Managing operation, storage and maintenance of digital cameras, lenses and other accessories associated with those cameras.
Serving as liaison with the Government Printing Office (GPO) on print orders. Serves as contact person with printing and graphics contractors.
Coordinating with in-house partners to assist with specific and appropriate activities pertaining to meetings, trade shows, conferences, and other collaborative activities. Is responsible for the artistic integrity of each project.
Ensuring consistency of presentation of Veteran Health Administration (VHA) principles and philosophy from project to project, and between media used. Assists with the production of audiovisual presentations, electronic presentations, exhibits, and information displays.
Performing duties in a manner supportive of a safe and healthy work environment, and exercises safety precautions when exposed to dangerous objects, chemicals, extreme temperatures, etc.
Performing duties in a manner which actively supports civil rights policies regarding personnel rules and regulations and delivery of facility and VHA programs and services without regard to race, color, national origin, religion, sex, age, marital status, or mental or physical handicap.
Work Schedule: Monday - Friday; 8:00am - 4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/08/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Individual Occupational Requirements (IOR)-Undergraduate and Graduate Education: Major study -- commercial art, fine arts, art history, industrial design, architecture, drafting, interior design, photography, visual communication, or other fields related to the position. Some positions may also require subject-matter knowledge of medicine, science, or technical equipment.

Advanced training in a vocational school, technical institute, or art institute above the high school level in one of the fields listed above is creditable as general experience on a month-for-month basis.

Specialized Experience: Experience in the actual type of work for which application is made. Unpaid experience is creditable, provided the work done was of a quality level and demonstrated the ability required for the position. This includes planning the preparation and use of photographs, illustrations, drawings, and other art work, charts, diagrams, dioramas, maps, slides, overlays, and other kinds of visual material for use in communicating information through visual means.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience in the actual type of work for which application is made. Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree OR three (3) full years of progressively higher level graduate education leading to such a degree in the related field of the position to be filled (i.e., hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration).

Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the first two years of graduate education. Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11.

Physical Requirements: The work requires some physical exertion, such as long periods of standing or recurring lifting or moving of moderately heavy items like cameras, lighting and moving large printers. This is typical of work involving personal production or installation of exhibits, setting up and tearing down of video shoot locations, illustration work "on location," or on-site inspection or supervision of one or more phases of the production of a visual product.
