The Specialist (Webmaster/SharePoint/LEAF Project Coordinator) serves as project manager for internet and intranet product development, social media management, LEAF and SharePoint development. The incumbent plans, organizes, and leads projects that require highly technical skills, effective work organization and superior customer service. This position is part of Columbus VA's Public Affairs team.
Duties
Major duties include but not limited to:
Serves as a specialist on web product development and web project management, responsible for assisting with the development and maintenance.
Assists services in development of Share Point Sites, serving as the technical expert/advisor.
Serves as a subject matter expert in the development and deployment of LEAF forms and workflows.
Serves as a web project manager, and in this capacity plans, directs, and coordinates work of the interdisciplinary teams.
Independently researches and evaluates new and emerging methods for web product development and web project management.
Consults with the OI&T, VHA & VISN Web Team, the Public Affairs Officer and medical center leadership.
Coordinates web product development plans and schedules, and advises Agency staff on product planning, development, design, and implementation.
Provides liaison with other Federal agencies, universities, task forces, and other groups and organizations.
Projects the philosophy and goals of the Columbus VAMC in all Web applications and is capable of relating this to clinical and administrative services.
Performs other duties as assigned and provides support to Public Affairs staff.
Work Schedule: Monday to Friday; 8:00am to 4:30pm
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/24/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: In-depth knowledge of program analysis and Web systems methodology is used to develop an environment that includes approaches, standards, procedures, and guidelines for the ongoing improvement of web products and their integration; Knowledge of program analysis and Web systems methodology is used to develop an environment that includes approaches, standards, procedures, and guidelines for the ongoing improvement of web products and their integration into the Agency electronic information dissemination program; Knowledge of the Rehabilitation Act requiring Federal agencies to make their electronic and information technology accessible to people with disabilities; Ability to plan, coordinate, and implement projects, and the ability to complete projects on schedule; OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or an LL.M. that demonstrates the knowledge, skills, and abilities necessary to do the work of the Visual Information Specialist position. Graduate education must be in a major study in commercial art, fine arts, art history, industrial design, architecture, drafting, interior design, photography, visual communication, or other fields related to the position. Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education related to the work of the position as outlined above that meets the requirements of the position. Only education in excess of a master's or equivalent graduate education may be used to qualify applicants for the GS-9 level. (Transcript Required).

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: Adhoc telework is available for this position and mostly sedentary. Travel to the Columbus VA and community clinics will be on an as needed basis at which time walking to all parts of the medical centers and clinics may be necessary. It occasionally requires the carrying of light office equipment and materials.
