You will serve as a Transportation Assistant (counselor) of NAVSUP FLC PEARL HARBOR.

Duties

You will communicate with customers which include service members/employees, their dependents or agents to elicit their shipment needs and services desired. You will determine eligibility to ship privately owned vehicles and insure required documents are in order. You will use automated systems to prepare appropriate forms. You will respond to inquires, including calls from customers requesting information such as entitlements and/or change in orders, departure dates, and mode of travel or destination of shipment.

Requirements

  • Must be a US Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • This is a bargaining unit position.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to obtain and maintain a current valid United States driver’s license.
  • This position is considered Key/Emergency-Essential. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combat-essential systems.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-04 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-04) or pay band in the federal service or equivalent experience in the private or public sector performing work requiring knowledge and application of standardized transportation or shipping policies, regulations, principles or methodologies. Examples of specialized experience may include the following: 1) Assist in reviewing orders and determining the extent of entitlements and eligibility for the shipment, drayage, or temporary/non-temporary storage; 2) Assist in explaining shipment and storage options, along with other information relevant to the movement of personal property; 3) Utilizing automated information systems to prepare forms and required documents for shipment.. Education

In lieu of general/specialized experience, you may qualify with the following education or combination of both education and experience:

You may qualify for this position using education to substitute for specialized experience if you have successfully completed four years of education above high school level. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school.

OR

You have a combination of experience and education as described above that equates to one year of experience. The percentage of the required education plus the percentage of the required experience equal one hundred percent. Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience.
