Duties

You will serve as a Financial Administration Specialist in the Comptroller Department of the Naval Surface Warfare Center Panama City Division. You will apply accounting, budgeting, and auditing policies, regulations, laws, and internal controls. You will research, analyze, and reconcile financial postings using automated financial systems, automated information systems, and data warehouses. You will determine approaches from alternatives, identify and assemble resources, resolve moderately complex financial accounting problems, and complete work assignments given detailed work instructions.

• You will be required to obtain and maintain an interim and/or final Secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
• This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
• This is a bargaining unit position.

Qualifications

TO QUALIFY FOR NT-4: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-3 pay band (GS-9 and GS-10 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying commonly used budget and/or financial principles to research, analyze, or reconcile an organization's financial data. TO QUALIFY FOR NT-3: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-2 pay band (GS-5 through GS-8 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying basic financial management principles to check the accuracy and consistency of a variety of financial transactions or entries. TO QUALIFY FOR NT-2: Your resume must demonstrate at least three years of general experience, one year of which was equivalent to at least the GS-4 level in the Federal service or equivalent experience in the private or public sector that demonstrates the ability to (1) analyze problems to identify significant factors, gather pertinent data, and recognize solutions; (2) plan and organize work; and (3) communicate effectively orally and in writing. Education

TO QUALIFY FOR NT-4: Education may be substituted for specialized experience as follows:

• A Ph.D. or equivalent doctoral degree; OR
• Three full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree; OR
• An LL.M., if related to the position being filled; OR
• A combination of experience and graduate education as described above that equates to one year of experience.

TO QUALIFY FOR NT-3: Education may be substituted for specialized experience as follows:

• A master's or equivalent graduate degree; OR
• Two full years of progressively higher level graduate education leading to a master's or equivalent graduate degree; OR
• An LL.B. or J.D., if related to the position being filled; OR
• A combination of experience and graduate education as described above that equates to one year of experience.

TO QUALIFY FOR NT-2: Education may be substituted for general experience as follows:

• Successful completion of a full four-year course of study leading to a bachelor's degree; OR
• A combination of experience and education as described above that equates to one year of experience.
